NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.
Payments, Billing, and Refunds is responsible for processing payments for property taxes and property-related charges, business and excise taxes, and parking and camera violations. The Division is responsible for communicating amounts due, maintaining the quality of departmental records, and providing customer service to individuals seeking information on making payments or receiving refunds. Payments, Billing, and Refunds perform account adjustments and respond to refund inquiries from the public.
Responsibilities
The Payments Billing & Refunds Division is seeking an Administrative Staff Analyst to serve as the Project Manager for the Payments Billing & Refunds unit. The selected candidate will be responsible for the following:

Responsibilities
The Payments Billing & Refunds Division is seeking an Administrative Staff Analyst to serve as the Project Manager for the Payments Billing & Refunds unit. The selected candidate will be responsible for the following:
- Manage the modernization project of STARS – the city's summons tracking accounts receivable system for the Parking Operations Unit.
- Work with internal DOF units including Adjudication, Legal, Collections and External Affairs to ensure business needs & requirements are met.
- Work with external stakeholders including DOT, NYPD, DSNY and OMB to ensure the new system (STARS 2.0) to be implemented accurately handles data from outside agencies and provides accurate reporting.
- Use quantitative analysis to ensure new system (STARS 2.0) implemented and the vendors are capable and able to accurately handle DOT data on camera violations.
- Coordinate with NYPD & DSNY to ensure handheld ticket data is processed by the new system.
- Coordinate between the STARS system modernization vendor and other DOF vendors.
- Coordinate and manage DOF's print and mail vendor to ensure that the new system accurately sends data or notices to the vendor so that penalty notices.
- Work with the new system vendor and DOF's External Affairs and Legal to manage the user interface and new reports that will be created by the new system.
- Ensure system modernization project is seamless with no negative impact on issued violations and payments collected.
- Oversee system issues or defects that DOF may encounter after implementation
- Ensure STARS 2.0 meets ability to robustly sustain core business requirements, define scope of services, select and evaluate appropriate system vendors.
- Make recommendations, manage, coordinate and administer special projects and other related tasks to support upper management to obtain optimum efficiency in the utilization of new systems.
- Support the Assistant Commissioner with the day- to-day operations.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
Minimum Qualifications
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Superior communication, organizational, and problem-solving abilities. - Experience with motivating and guiding teams, providing direction, and fostering collaboration - Ability to adjust to changing circumstances, embracing new challenges, and staying flexible. - Identifying and resolving issues efficiently.
