Job Description

Under the general direction of the Bureau Chief this employee performs the following functions to implement the Board's investigative and disciplinary processes:

Management/Coordination Of Complaints And Investigations

Serves as key contact, to both the public and licensees, regarding all aspects of the complaint,

investigative and disciplinary process.

Answers the agencies support telephones and forwards calls to the appropriate individual.

Opens, date stamps, and distributes Compliance Bureau mail. May need to use database to look up receiving individual if not addressed.

Scans and electronically distributes correspondence. Download and distribute records and other

investigative material.

Review And Prioritize All Complaints Received; Process Material For Review By The Screening Committee And Complete Tasks After Review By The Committee

  • Prepare cases for the screening committee including writing a memo and preparing material for the Committee's review.
  • Attend Screening Committee to take notes and track where further action is required on each case.
  • Per the direction of the Chief Investigator/Bureau Chief, assign cases to investigators that remain open.
  • Make referrals to other agencies including out of state licensing, boards, law enforcement, and other state agencies as requested by Committee members.

Enters and maintains all investigative files in database and regularly monitors status of all outstanding complaints.

Sends necessary correspondence to patients and licensees. Updates investigative file as additional information becomes available.

Provides direction and planning assistance to the Health Professions Investigator to coordinate all investigations.

Provides complaint information and background information to the Board's Health Professions Investigator.

Monitors, and documents investigations currently pending.

Corresponds with complainant and licensee relative to status of investigations.

Secures further investigative information upon request from complainant, peer reviewer, licensee or Board.

Compiles all information to forward to peer reviewer and consultant specialists. Issues subpoenas for patient records.

Resolve complaints, by working with the licensee and complainant, related to the access of patient records.

Manages all cases which are handled by subpoena.

Handle administrative tasks of the investigative process such as requesting and analyzing reports or evidence shared from other enforcement agencies such as insurance companies or other state and federal agencies.

Develop and maintain data sources and tracking mechanisms for complaints and board action related to discipline.

Analyze complaint and disciplinary data; make recommendations to the Bureau Chief regarding rule making and internal process and procedure.

Draft administrative rules, relative to the complaint and investigative process.

Consults with licensing/registration staff when licensees report criminal history or other information that might require an investigation.

Interviews members of the public and licensees as needed; Investigates complaints; Investigate cases in the field, as needed.

Compiles reports regarding complaint data and trends Proofreads documents Provide backup for other AA2-Investigative Assistant within the Compliance Bureau.

Coordination Of Board Meetings

Ensures that all complaints and investigative materials are appropriately compiled and organized for Board member review.

Composes closed session agenda for Board meetings and Committees. Attends Board meetings, Committee Meetings and Teleconference calls if needed.

Presents investigative information to the Board during Board meetings, Committee meetings and Teleconferences, as needed.

Prepares legal documents, correspondence pertinent to the complaint process.

Oversees the compilation of information, including patient records, radiographs, etc. for board review at board meetings.

Prepares investigative file for hearing.

Scans and bookmarks investigative material in preparation for the Board's review.

May assist with Veridoc or other license verification services. VeriDoc is an online medical licensure verification service. VeriDoc Acts as an agent of the state medical or osteopathic board to process its written license verification statements (also known as letters of good standing) to be sent to another state medical or osteopathic board.

Malpractice/Monitoring And Reporting

Responsible for transmitting final Decisions and Orders of the Board to the National Practitioners Data Bank conforming and implementing laws concerning such dissemination.

Forwards all disciplinary action to parties requesting this information, such as insurance companies, other state agencies, National Practitioner Data Bank, etc.

Monitors malpractice complaints received by Board office. Forwards all necessary correspondence to patient and licensees involved.

Handles incoming information on liability claims and lawsuits (opens files, reviews the case and evaluates if based on the established triage system, closes files administratively if does not meet criteria for investigation, prepares files that meet criteria for review by the Chief Investigator).

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a bachelor's degree in any field, and experience equal to one year of full-time administrative support (e.g., screening visitors and callers; opening/distributing mail, typing/proofing documents, letters, and reports; organizing files; scheduling meetings/appointments; arranging travel; processing travel claims; ordering supplies/equipment) or technical support work (e.g., determining budget, personnel, and equipment needs; compiling/evaluating statistical, historical, economic, business, financial or technical program data; interpreting or securing compliance with laws, rules and regulations; reviewing operating records/reports and evaluating their effectiveness).
  • A total of five years of education and/or full-time experience (as described in number one) where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as an Administrative Assistant 1.
