This position is located in the Air Quality Division - Rules and Planning Section in Oklahoma City.

Basic Purpose

The Air Quality Division (AQD) is responsible for preparing and implementing Oklahoma’s air quality management plan under the Oklahoma Environmental Quality Act and the Oklahoma Clean Air Act. The U.S. Environmental Protection Agency has authorized AQD to implement and enforce most of the federal Clean Air Act programs under state statutes and rules. The AQD Rules and Planning Section develops and manages proposed revisions to Oklahoma’s air quality rules through the rulemaking process, as well as creates plans, including Oklahoma’s State Implementation Plan (SIP), to protect the state’s air quality and protect visibility in our Class I area. This position will review, draft and revise state air rules, state implementation plans, and become knowledgeable of the Clean Air Act.

Typical Functions

  • Work collaboratively with other members of AQD to review, draft, and revise state rules such as OAC 252:100.
  • Work collaboratively with other members of AQD to review, draft, and revise state implementation plans for submission to U.S. EPA Region 6.
  • Work collaboratively with other members of AQD to help maintain attainment of the National Ambient Air Quality Standards.
  • Present proposed rule changes to the Air Quality Advisory Council up to three times per calendar year, answering questions from the public and council members.
  • Create and give PowerPoint presentations to industry representatives, senior management, and Air Quality Advisory Council members in person or in a virtual setting.
  • Become knowledgeable of state and federal rules related to the Clean Air Act and be able to apply these rules equitably and consistently.
  • Review and interpret complex regulations to determine how they apply to Oklahoma and its regulated industry and draft comments when appropriate.
  • Professionally and effectively provide customer service, responding to customer inquiries received via phone, email, and office visits, following established procedures and timelines. This may include but is not limited to assisting industry with questions related to the history and interpretation of state air quality rules and state implementation plans.
  • Work with states, locals, and tribes through participation in multijurisdictional organizations.
  • Proficiently use DEQ standard software (MS Office 365, Word, Outlook, Excel, PowerPoint, Access, OneDrive, and MS Teams) for the creation and revision of rules, plans, and reports.
  • Work on multiple, simultaneous projects with different time scales and deadlines, both individually and as part of a team.
  • Work predominantly (up to 95%) in an office setting.
  • Perform other duties and special projects as assigned.

Travel Requirements

Applicant must have a valid driver's license. Applicant must be able to travel within the state of Oklahoma. Overnight stays or out-of-state travel may be required for meetings, training or conferences one to two times per year.

Education And Experience

Level I - bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering.

Level II - those identified in level I plus one (1) year of professional experience in one of the areas listed; or a master’s degree in a qualifying area.

To be considered for this position applicants must be within 60 days of obtaining their degree.

Preferred Education

Additional Considerations/Preference (These cannot eliminate a candidate)

Science classes such as chemistry, biology, and meteorology.

Policy classes such as environmental studies or law.

Desired Education

Air quality, chemistry, meteorology, modeling, environmental science, environmental studies, environmental policy, environmental law, and political science classes.

Physical Requirements

Applicant must be able to operate a personal computer several hours a day.

Applicant must be able to walk occasionally over a variety of terrain such as loose gravel, slopes, and open pasture.

Applicant must be able to carry equipment or supplies up to ten (10) pounds.

Applicant must be able to sit behind the wheel of a vehicle for several hours a day.

Special Requirements

Applicant must have the temperament to remain calm when faced with conflict.
