THE DEPARTMENT

Skills

The Construction and Wastewater Collections team is a division of the Operations Department responsible for maintaining and making improvements to Western’s water and wastewater facilities, equipment and infrastructure and ensuring compliance with the Sanitary Sewer Management Plan (SSMP). The team conducts collections activities for the Santa Ana Watershed Project Authority (SAWPA) Home Gardens Sanitary District (HGSD) in addition to Western's systems and facilities. The performance of this team is essential to ensuring public health safety through environmental protection measures. Operations Supervisors are expected to exercise their leadership skills in the areas noted below:

  • Perform complex repairs and capital improvement projects to various water distribution, water treatment and wastewater collections and treatment systems..
  • Implement and maintain District-wide collections system spill containment procedures.
  • Troubleshoot collections system and facility malfunctions and provide direction to staff for resolution.
  • Oversee SARI Line contract maintenance.
  • Oversee HGSD contract maintenance.

Members of this team may be assigned to either Construction and/or Wastewater Collections as needed. Also, working hours and schedules may change with operational needs.

THE POSITION

The Operations Supervisor develops, manages, plans, and implements complex methods and programs related to the operation of Western water and wastewater facilities, inventory oversight, and equipment maintenance. This includes supervision of the Senior Operations Technicians, while fostering leadership, mentoring and team building skills. .

THE IDEAL CANDIDATE

At Western, we're looking for a seasoned supervisor with strong interpersonal skills to manage day-to-day operations and provide strategic guidance. We need someone who can manage established programs, work with management, and all staff --all while having the skills to implement a variety of programs that get the job done.

Focusing on both long and short-range efforts, the Operations Supervisor must be able to work directly with the Field Operations Construction & Collections Manager and executive managers to take public engagement to the next level, implement program direction and have the confidence to build relationships with staff and stakeholders.

For that reason, you must be responsive, collaborative and accountable to our customers and agency partners, which means representing Western and presenting at meetings, events and other public forums as needed.

To top it off, you'll be supervising a department that serves as Western's centralized source for Construction/Repair/Collections activities, so you must know how to strategically manage and share information with employees, executive management, and contract services agencies.

Western expects you to have knowledge and experience in comprehensive leadership and communication skills to support a complex special district providing reliable wastewater services to retail and wholesale customers throughout Riverside County.

Strong leadership, supervisory and organizational skills will be critical to your success, as are the abilities to coordinate and manage the activities and personnel of a large organization. Highly qualified candidates must be able to work effectively both independently and as a collaborative team leader.

Western employees are expected to work overtime, weekends, evenings and holidays as required to accommodate District needs, and frequent travel is required in addition to responding as a Disaster Emergency Service Worker.

DISTINCTIVE ATTRIBUTES

This Operations Supervisor is responsible for administering and managing programs and staff responsible for the day-to-day operation and maintenance/repair of Western's Water, Wastewater Collections and Wastewater Treatment facilities and related equipment and assets. The incumbent exercises significant authority and independence in implementing a broad range of services in coordination with other Western departments, regulatory agencies, and utility agencies.

Incumbents within the Operations Supervisor classification report to a Operations Manager and provide direction to Senior Operations Technician and Operations Technician employees.
