Targeted Hiring Range for This Position: $82,800.00-$100,050.00 Based on Experience.
GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for general project oversight, coordination and management of various City and Economic Development Authority (EDA) and Industrial Development Authority (IDA) initiatives in support of the Department’s goal of expanding and diversifying the City’s tax base by attracting new businesses, assisting expansion of existing businesses and creating and retaining jobs. Reports to the Assistant Director of Development.
ESSENTIAL JOB FUNCTIONS Manages and coordinates all aspects of City, EDA and IDA development and construction projects and special purpose projects to include broad programmatic management, specific development project, contracts and communications management, negotiating or assisting with negotiating on agreements and contracts, public-private partnership initiatives, application and administration of grant programs, assisting with changes in zoning, conditional use permits and other regulatory matters. Responsible for the effective supervision and administration of assigned staff to include scheduling, leave approval, maintaining personnel files, performance management, employee relations, prioritizing and assigning work and related activities. Coordinates between Development and other City Departments and with extra City entities involved with development projects. Advises staff on difficult issues and makes decisions on exceptional cases to manage and implement appropriate services and assistance. Proofs and edits correspondence and other work products. Leads internal Capital Improvements Program (CIP) submission and supports and backs up Director on CIP Committee. Conducts research and preparation of internal policy papers for the City Manager and Senior City Management staff to assist with implementation of strategic priorities and visions. Prepares and makes presentations to public and professional groups on a variety of development topics as needed. Performs other duties as assigned.

REQUIRED KNOWLEDGE
ADDITIONAL REQUIREMENTS An acceptable general background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record.

REQUIRED KNOWLEDGE
- Project Development – Considerable knowledge of principles and practices of Urban Project Development and Commercial Real Estate. Some knowledge of Community Planning, Property Management and Site Plan/Architectural Design, Economics, Municipal Finance, Architecture, Engineering and Construction as they apply to the design and development of urban areas.
- Customer Service — Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.
- Supervision – Thorough knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
- Computer Skills – Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of tasks with reasonable speed and accuracy.
- Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees at all levels, contractors, business and community leaders and the public. Effectively handles inquiries, complaints or disputes.
- Communication – Excellent ability to effectively communicate ideas and proposals verbally and in writing, to include the preparation of detailed reports which include numerical information and statistics. Ability to listen and understand information and ideas being presented verbally and in writing.
- Judgment/Decision Making — Evaluating the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters. Considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Coordination of Work – Ability to establish and implement effective administrative programs and procedures. Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Performs a broad range of supervisory responsibilities over others. Excellent skill in planning and coordinating multiple projects and activities.

- Requires the ability to exert light physical effort in sedentary to light work.
- Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
