The Housing Support Program Manager is responsible for overseeing the day-to-day operations, development, and strategic direction of the organization’s housing support services. This role involves managing staff, coordinating services, maintaining compliance with funding and regulatory requirements, and ensuring that clients receive comprehensive, trauma-informed, and client-centered housing assistance.


Key Responsibilities:

Program Management

  • Plan, implement, and manage housing support services including permanent supportive housing, rapid rehousing, transitional housing, and housing navigation.
  • Ensure program goals and outcomes are met and aligned with funder expectations and organizational mission.
  • Develop and implement policies and procedures to ensure efficient and effective program delivery.
  • Maintain accurate and timely data and reporting in compliance with funder requirements (e.g., HUD, CoC, HMIS).

Staff Supervision

  • Hire, train, supervise, and evaluate housing support staff including case managers, housing navigators, and peer support specialists.
  • Provide regular supervision, coaching, and professional development opportunities for team members.
  • Foster a supportive, inclusive, and collaborative work environment.

Client Services Coordination

  • Ensure clients are assessed for housing needs and connected to appropriate services.
  • Monitor and ensure delivery of wraparound support services including case management, benefits assistance, and referrals.
  • Promote a Housing First approach and trauma-informed care throughout service delivery.

Partnerships and Collaboration

  • Develop and maintain partnerships with landlords, housing authorities, shelters, and other service providers.
  • Represent the organization at housing coalitions, community forums, and with funding partners.

Compliance and Reporting

  • Ensure program activities comply with applicable regulations, contracts, and standards (e.g., HUD, Fair Housing Act).
  • Prepare and submit timely reports to funders and internal stakeholders.
  • Support audits, grant reviews, and other evaluation processes.


Qualifications:

Required:

  • Bachelor’s degree in Social Work, Public Administration, Urban Planning, or related field (Master’s preferred).
  • 3–5 years of experience in program management, preferably in housing or homelessness services.
  • Supervisory experience in a human services or nonprofit setting.
  • Knowledge of housing systems, homelessness services, and relevant laws and regulations.
  • Experience with HUD-funded programs and HMIS systems.
  • Strong leadership, organizational, and interpersonal skills.
  • Commitment to equity, inclusion, and trauma-informed care.


Preferred:

  • Lived experience of housing instability or homelessness.
  • Bilingual/multilingual abilities.


Compensation: $70,000 to $80,000 annually

Salary is based on a range of factors that include relevant experience, knowledge, skills, other job-related qualifications.
