As Vice President of Recruiting Operations, you will lead the national recruitment strategy for in-home nursing and therapy staff. This is a mission-critical leadership role responsible for ensuring the organization has the workforce needed to deliver high-quality care to patients across the country. The VP will guide national staffing strategy, oversee recruiting performance metrics, manage vendor and sourcing partnerships, and lead continuous improvement initiatives that directly impact patient outcomes, clinician engagement, and business growth.
This role combines strategic leadership with hands-on operational oversight. It requires deep expertise in business operations and high-volume hiring environments, along with the ability to drive measurable results across sourcing, candidate conversion, and case coverage. You will coach and develop recruiting leaders, manage key vendor partnerships, remove barriers to execution, and implement systems and structures that enable scalable staffing in support of national growth.

In This Role, You Will
- Own national staffing performance outcomes, including fill rate, time-to-hire, clinician utilization, cost-per-hire, and unfilled case impact.
- Directly lead and develop Directors of Recruiting, providing strategic direction, coaching, performance management, and accountability.
- Scale and optimize recruiting systems, tools, and processes to drive efficiency and enhance candidate experience.
- Design and execute workforce plans to forecast hiring needs, align labor supply with demand, and support sustainable growth across all markets.
- Partner closely with clinical, operations, HR, and finance leaders to ensure workforce planning aligns with organizational goals and financial targets.
- Lead with a metrics-driven approach—establish KPIs, implement dashboards, and use data to drive accountability and performance across the recruiting function.
- Leverage data-driven insights to identify operational weaknesses and continuously innovate talent attraction, selection, and candidate experience.
- Oversee national sourcing strategy and vendor partnerships (e.g., Indeed, staffing agencies), ensuring alignment with strategic objectives and return on investment.
- Establish and maintain relationships with employment agencies, academic programs, and other external organizations to build a continuous talent pipeline.
- Forecast requisition load and workforce headcount needs to ensure optimal recruitment activity and capacity planning.
- Serve as the escalation point and strategic coach for complex hiring challenges across all regions.
- Champion a culture of urgency and operational excellence, balancing speed with quality and compliance.
- 7+ years of leadership experience in operations, workforce strategy, or recruiting within a related industry (healthcare, staffing, logistics, field services, etc.)
- Bachelor’s degree or equivalent work experience required; Master’s degree preferred
- Proven ability to lead and develop recruiting teams, driving hiring performance across multiple markets or regions in a dynamic, high-growth environment
- Demonstrated success in designing and scaling recruiting systems, processes, and infrastructure to support organizational growth
- Experience owning enterprise-level hiring outcomes and partnering cross-functionally to align workforce execution with broader organizational strategy
- Strong command of data-driven hiring management, including sourcing ROI, recruiting funnel performance, candidate experience metrics, and recruiter productivity tracking
- Expertise in best-in-class talent attraction and candidate selection processes, with a deep understanding of the full candidate lifecycle
- Experience building and analyzing operational dashboards to drive insights, accountability, and continuous improvement
- Strong understanding of compliance considerations in recruiting and hiring processes
- Excellent communication skills and the ability to collaborate effectively across cross-functional leadership teams
- Healthcare or home health services experience strongly preferred
