Avion Solutions Inc., an employee-owned company, is seeking candidates for a Foreign Military Sales Policy Subject Matter Expert. This position is based in Huntsville, AL.

- Primary policy advisor to the Assistant Program Executive Officer (APEO) for International Programs.
- Provides in-depth knowledge and guidance on PEO Aviation’s programs for selling Army aircraft, munitions, support equipment and services to foreign countries.
- Offers expert knowledge on FMS processes, security assistance, and related policies. Analyzes and interprets FMS policies, regulations, and procedures, providing recommendations for updates and improvements.
- Advise the APEO International and PEO staff on FMS processes, compliance, and execution, ensuring adherence to relevant regulations and policies.
- Provides analysis on State Department, DoD, and Army policies, developing strategies, and supporting security cooperation initiatives.
- Coordinates with all Project Offices within PEO Aviation, external PEOs, Army Staff, US Army Aviation and Missile Command (AMCOM) Security Assistance Management Directorate (SAMD) and US Army Security Assistance Command (USASAC) on behalf of the APEO International Programs.
- May provide support for FMS financial management, including case cost estimating, execution, reconciliation and closure.
- Other duties as assigned.
- Bachelor’s Degree with 20 years’ experience supporting a Department of Defense (DoD) Acquisition Program.
- Minimum ten (10) years supporting a DoD FMS program.
- Deep understanding of FMS processes and policies: This includes familiarity with the Defense Security Cooperation Agency (DSCA), and the Security Assistance Management Manual (e-SAMM).
- Knowledge of relevant regulations: Including those related to munitions licensing and disclosure agreements.
- Strong analytical and problem-solving skills: Ability to analyze complex situations, identify issues, and develop solutions.
- Excellent communication and interpersonal skills: Ability to communicate effectively with diverse audiences, including government officials, international partners, and industry representatives.
- Experience in security cooperation and international affairs.
- Must be a US Citizen and have an active DoD Secret Security Clearance.
- Must be able to travel up to 25% of the time.to CONUS and OCONUS locations.
- Ten (10) years’ experience supporting Army FMS programs.
- Ten (10) years’ experience supporting Army Aviation related programs.
- DSCA / DAU International Acquisition / FMS Expert-level certification.
- DAU Program Management Level III / Advanced Certification.
