The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.

BEDC’s Special Projects Capital Program (SPCP) is responsible for the planning, design, construction management, and execution of capital projects aimed at upgrading and maintaining the city’s existing critical water and wastewater infrastructures. The upgrades help support our operating bureaus; the Bureau of Water Supply (BWS), the Bureau of Water and Sewer Operations (BWSO) and the Bureau of Wastewater Treatment (BWT). This work is essential to preserving the integrity, reliability, and quality of the water supply system, spanning DEP’s extensive network of Wastewater Resources and Recovering Facilities (WRRF) plants, dams, bridges, shafts, reservoirs, tunnels, pumping stations, ultraviolet disinfection and filtration systems, and other associated facilities across New York City and its watershed. SPCP also leads all Design-Build initiatives across all DEP Operating Bureaus, both within the City and in Upstate areas. Through this program, BEDC delivers a robust, multibillion-dollar capital portfolio that supports the development of new infrastructure and the rehabilitation of existing facilities.

BEDC seeks to hire an Administrative Engineer M4 for the Special Projects Capital Program Directorate, located at our headquarters in Queens, NY. Under executive direction, reporting directly to the Executive Director of the Special Projects Capital Program with broad scope for the exercise of independent initiative judgment, the selected candidate will perform the duties of a Portfolio Manager.

Required

Programed projects vary as they advance and are completed and new projects are initiated; projects included in this multibillion dollar program are mandated and/or are the highest priority to support the reliability of the wastewater treatment system and comply with stringent permit limits. The selected candidate will be responsible for the collaboration with the operating bureaus staff and leadership of SPCP staff, consultants and contractors to manage the planning, design, construction management, and construction required to support the following projects:

  • PS-277 Reconstruction of 108th Street Pump Station
  • PS-287 Eltingville Pumping Station
  • PS-290 Conner Street Pumping Station
  • PS-290FM Connor Street Force Main
  • PS-296 Reconstruction of Melvin Avenue Pumping Station
  • PS-QNS-2 Reconstruction of Little Neck, Linden Place and Park Drive East Pumping Stations
  • RESAMSAF In-City Dams Central Park and Silver Lake
  • Upstate Roadway Improvements
  • Power Distribution Improvements at Port Richmond
  • Sludge Dock Improvements

The selected candidate will be responsible for the overall performance of a portfolio of capital projects within the Special Projects Capital Program. S/he will direct the activities of Accountable Managers responsible for individual project delivery of capital projects for major water pollution abatement projects through the entire project life-cycle from planning, design, procurement, and construction. The selected candidate will conduct routine project reviews with Accountable Managers to ensure projects are delivered in accordance with the Bureau Project Delivery System. S/he will determine manpower requirements to deliver capital projects within the assigned program portfolio. The Portfolio Manager will be responsible to ensure that project issues are resolved in a timely manner. S/he will represent the Bureau in meetings with Client Bureaus (BWT, BWSO, BWS), various City Agencies (OMB, MOCS, Law, Parks, Comptroller), elected officials, regulatory agencies, and the general public. The selected candidate will also review and implement BEDC Environmental Health and Safety standards and Standard Operating Procedures.

Preferred Skills

  • Managerial training and/or extensive managerial experience, including conflict resolution
  • Excellent oral and written communication skills towards a technical and non-technical audience
  • Comfortable working with developing staff as well as Agency Senior Staff
  • Knowledge of City, State and Federal environmental requirements for water, wastewater, Combined Sewer Overflow (CSO), landfill remediation and hazardous materials
  • Experience delivering large complex projects requiring expert engineering/construction background
  • Experience leading staff to achieve objectives under difficult conditions

ADMINISTRATIVE ENGINEER - 10015

Minimum Qualifications

  • A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
