The Director of Employment Services is responsible for the programmatic, operational, and administrative aspects of LOGAN’s Employment Services which include Community Employment, Extended Services, and Pre-Employment Transition Services in both Indiana and Michigan. The Director is responsible for promoting Community Integrated Employment for all individuals with disabilities. The Director will work collaboratively with the Client Services Development Director in developing employment services in Michigan. The Director is responsible for direct supervisory oversight of the Community Employment Managers and Pre-ETS Manager and indirect oversight of Employment and Transition Specialists. The Director will network with area businesses to create new opportunities for work-based learning experiences and job opportunities for students and individuals seeking Community Integrated Employment. The Director will acquire and maintain BIN Certification in both Indiana and Michigan and complete BINS for referred individuals.
Requirements
Essential Functions
Leads the development, design and structure of services in the direction of best practices within the field and creates a working environment that embodies high expectations of the individuals served and a strong belief in their employment capabilities.
Hires, trains, and supervises managers. Oversees the hiring, training, and supervision of Employment and Transition Specialists. Ensures proper staff coverage.
Designs a system for initial and ongoing training for all staff. Coordinates staff attendance at agency required training as it relates to Employment Services and Extended Services.
Monitors the performance of staff, initiating, and assuring prompt recognition systems and disciplinary action as appropriate.
Assures the completion of performance evaluations (introductory and annual).
Provides ongoing support and communication to staff.
Conducts regular staff meetings for the purpose of communicating information, obtaining staff input, and providing training on programmatic and operational issues.
Leads effective teams in each service area.
Ensures proper documentation of services and submission of all VR, Pre-ETS, and Waiver billing information and invoicing on a timely basis. Approves billing as required. Ensures billable time is tracked and unacceptable productivity levels are addressed.
Ensures that Vocational Rehabilitation Authorizations and Waiver budgets are generated and updated as needed, services are accurately billed, and timely payment is received.
Acquires and maintains BINS certification in Indiana and Michigan and completes BINS as authorizations are received from Vocational Rehabilitation.
Works collaboratively with the Pre-ETS Collaborative, Vocational Rehabilitation staff at both the local and state level, and other providers in meeting individuals’ employment goals.
Develops work-based learning experiences and job opportunities through one-on-one meetings with area businesses and various networking events.
Coordinates and attends regular meetings with Vocational Rehabilitation.
Is familiar with the needs of individuals in terms of learning objectives, behavior supports, and health and medical risks. Incorporates this knowledge into work-based learning experiences and employment opportunities to ensure that they are appropriately suited to the individual’s needs and interests.
Ensures that case coordination functions are completed for those individuals whose primary LOGAN service is Community Employment, Extended Services, and Pre-ETS.
Works collaboratively with the Client Services Development Director who takes the lead in developing employment services in Michigan and supervising related staff.
Works effectively with the Director of Quality Assurance in developing and implementing systems to assure services are provided that reflect LOGAN’s Core Values.
Manages incident reporting and resolution.
Develops key performance indicators to assess the results of services provided and addresses performance deficiencies.
Ensures compliance with regulatory and accreditation requirements. Effectively addresses issues identified in surveys and completes plans of correction as required.
Develops the annual department budget. Monitors the budget monthly working toward meeting financial targets in terms of revenue and expenses.
Assures and maintains supplies and equipment needed for successful service delivery.
Works effectively with all departments to ensure that sound business, human resources, and marketing practices are implemented in the delivery of our services.
Provides input into agency policies, procedures, and practices.
Participates as an active member of the Leadership Team at LOGAN.
Effectively communicates with parents, guardians, advocates, residential providers and other stakeholders regarding the well-being of individuals served.
Responds in a timely and sensitive manner to all concerns and problems that arise.
Develops and maintains professional networks and relationships.
General Responsibilities
Assists in promoting the health and safety of individuals served by LOGAN, visitors, and other staff.
Serves as role model for individuals served and other staff.
Serves as an advocate and always protects the human rights of all individuals served.
Participates in training as required by supervisor.
Facilitates professional growth by keeping current on new philosophy, research, technology, program strategies, etc.
Serves on internal and external committees as assigned.
Completes other duties as assigned by supervisor.
Qualifications
Education
Candidate must possess a minimum of bachelor’s degree in Social Services, Education, or related area.
Experience
Candidate must possess a minimum of ten years of experience in social service environment and at least five years of supervisory or management experience.
Knowledge, Skills And Abilities
Ability to communicate effectively, both verbal and written
Ability to interact effectively with a variety of personalities, including clients, parents, families, guardians, and other providers.
Ability to accurately interpret and consistently communicate policies and procedures.
Ability to prioritize assignments and meet deadlines.
Ability to work independently and use sound judgment.
Requires a high degree of tact, honesty, confidentiality, maturity, and attention to detail.
Ability to be creative in exploring new and innovative ideas.
