The Director of Treasury Operations is a key leadership role responsible for overseeing all aspects of treasury and banking operations for HealthEZ. This role ensures the secure, compliant, and efficient movement of funds across a complex network of client trust accounts and claims disbursement channels. The ideal candidate will bring deep expertise in treasury systems, banking relationships, and healthcare-specific fund management.
What you will do: Treasury Operations & Process Optimization
- Direct all treasury operations including cash positioning, wire transfers, ACH processing, and check issuance.
- Develop and enforce treasury policies, procedures, and internal controls to ensure accuracy, security, and compliance.
- Lead treasury automation initiatives, including implementation and optimization of treasury management systems (TMS) and bank connectivity platforms.
- Ensure timely and accurate reconciliation of all treasury transactions and bank accounts.
- Ensure proper segregation, tracking, and reporting of client funds in accordance with fiduciary responsibilities and regulatory standards.
- Collaborate with Claims, Employer Services, and Risk Management teams to ensure timely and accurate disbursements and reporting.
- Support client audits and provide treasury-related insights during client onboarding and renewals.
- Identify and mitigate financial risks including fraud, liquidity shortfalls, and regulatory non-compliance.
- Ensure compliance with ERISA, HIPAA, and other applicable regulations.
- Lead treasury-related components of internal and external audits, including SOC 1/2 and financial statement audits.
- Lead the strategic management of all banking relationships, including negotiation of services, fees, and credit facilities.
- Design and maintain a scalable banking infrastructure to support high-volume claims disbursements and client fund segregation.
- Oversee the onboarding and maintenance of all bank accounts, ensuring alignment with client contracts, ERISA, and HIPAA requirements.
- Implement and manage fraud prevention tools (e.g., Positive Pay, ACH blocks, dual controls) across all accounts.
- Manage daily cash flow across multiple entities and client trust accounts, ensuring adequate liquidity for claims and administrative operations.
- Develop and maintain short- and long-term cash forecasting models to support strategic planning and risk mitigation.
- Optimize idle cash through investment strategies aligned with client agreements and regulatory constraints.
Qualifications
- Bachelor’s degree in Finance, Accounting, or related field (MBA, CPA, or CTP preferred).
- 10+ years of progressive experience in treasury or corporate finance, with at least 5 years in a leadership role.
- Experience in the healthcare or insurance industry, preferably with a TPA or payer organization.
- Strong understanding of ERISA, HIPAA, and fiduciary responsibilities related to client fund management.
- Proven ability to lead treasury transformation initiatives and manage cross-functional teams.
- Experience managing high-volume, multi-entity disbursement environments.
- Familiarity with healthcare payment systems (e.g., EFT, virtual cards, check issuance).
- Strong analytical, communication, and project management skills.
- Bachelor’s degree in Information Systems, Healthcare Administration, or a related field.
- 5+ years of experience in EDI within the healthcare or health insurance industry, including 2+ years in a leadership role.
- Strong knowledge of HIPAA-compliant EDI transaction sets (e.g., 837, 835, 270/271, 276/277).
- Experience with EDI platforms such as Optum, TriZetto, Edifecs, or similar.
- Familiarity with clearinghouses and payer/provider data exchange protocols.
- Excellent problem-solving, communication, and leadership skills.
- Experience working in a TPA or managed care organization.
- Knowledge of CMS regulations and state-specific Medicaid/Medicare requirements.
- Familiarity with healthcare data formats (e.g., HL7, NCPDP).
- Experience with SQL, XML, or scripting for data analysis and troubleshooting.
