Position Summary
Value-Based Care (VBC) is a key strategy in transforming healthcare and health to improve quality, reduce costs, enhance the provider and patient experiences, and assure health for all.The Vice President of VBC is responsible for the strategic leadership, management, vision, oversight, and operational execution of all VBC initiatives. This role ensures alignment of comprehensive primary care delivery with population health strategies and payer contracts to achieve high-quality, patient-centered, cost-effective care.This VP will be a key leader in transforming care models, integrating data-driven, technology-enabled, and even AI-supported decision-making, and advancing health for all on behalf of our nation’s largest primary care system delivery system, CHCs.
This VP is a thought leader and strategic connector, catalyst, and collaborator across the many functional areas of NACHC, including the departments of Community Health, Health Center Governance, Innovation, Science, Policy, Finance, Partnerships and the Office of the President. The VP will have an executive presence and represent NACHC across the many partners of the health system, including patients, providers, payers, purchasers, producers, policymakers (like CMS and State Medicaid agencies), and pioneers (like the Primary Care Collaborative or HCP-LAN).

The VP of VBC should have experience and understanding of:
- FEDERAL POLICY: Policy, payment structures and reimbursement strategies including changes in CMS policy and VBC federal guidance;
- MEDICARE: Medicare contract models and CMS guidelines related to risk adjustment, quality metrics, and financial benchmarks, including Medicare Shared Savings Program, Medicare Advantage and Dual Eligible Special Needs Plans;
- ACO + MEDICAID: ACO and Medicaid managed care models;
- VBC MODELS: Value-based care reimbursements models, including upside/downside risk, and global capitation;
- CLINICALLY INTEGRATED NETWORKS: Clinically integrated or regional affiliate networks;
- PCMH: Patient-centered medical home transformation;
- POPULATION HEALTH: Population health management approaches, systems and metrics;
- CHC LITERACY: Community Health Centers, including CHC reimbursements models, cost and quality trends, Primary Care Associations (PCAs), and Health Center Controlled Networks (HCCNs).
- EXPERIENCE: 5+ years of value-based payment experience, preferably in national role with experience, understanding, and engagement of CHCs;
- EDUCATION: Master’s degree in business administration and/or a health-related field; bachelor’s degree in business or a health-related field with significant experience in VBC will be considered;
- STRATEGIC: Experience in strategy development in VBC, preferably in national role that also engaged and supported CHCs;
- COMPLEXITY: Demonstrated record of solving complex problems, directing and managing individuals, and completing challenging projects;
- INTERPERSONAL: Excellent interpersonal skills, with the ability to collaborate across multidisciplinary teams and multiple sectors (e.g., public, non-profit, and for-profit) and stakeholders (e.g., patients, providers, payers, purchasers, policymakers, producers, pioneers) of the health system;
- COMMUNICATION: Exceptional professional writing, public speaking, and presentation capabilities;
- LEADERSHIP: Proven ability to successfully lead, manage, build, mentor, and deliver with a diverse and even matrixed team;
- PROBLEM-SOLVING: Problem-solving abilities, especially with complex stakeholders and alignment of mission and margin needs;
- TRAVEL: Ability to travel 25-50% of the time, especially to build relationships across CHCs, PCAs, HCCNs, federal policymakers, and national payers;
- COMMITMENT: Commitment to health for all, quality, and innovation
- NATIONAL: Represent NACHC at the national level;
- STRATEGY: Develop and execute a comprehensive value-based care strategy
- RELATIONSHIPS: Build strong relationships with CHCs, PCAs, HCCNs, national payers, federal policymakers, and other external stakeholders in pursuit of the strategic goals;
- TEAMWORK: Partner with the CEO and other C-suite members in meetings with payers and other stakeholder with particular focus in contract negotiations to secure favorable terms of value-based arrangements for CHCs;
- INNOVATION: Lead and support evaluation of innovative VBC approaches and payment models to provide high quality, high-value care;
- LEADERSHIP: Provide leadership to NACHC’s VBC training programs.
