Job Description

The Fire/EMS Support Specialist is responsible for managing department payroll, overseeing Fire department permits, prepares and assists with medical billing for services rendered by Bannock County Ambulance District, cost recovery submissions, and provides general assistance with all functions and responsibilities within the Fire Department.

The job requires confidentiality and HIPAA compliance, knowledge of medical billing processes, attention to details, and applies existing policies and procedures to complete assignments. The job involves working with computer record systems and/or other specialized software.

The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, other organizations, and the general public. This job reports to the Office Manager.

The job works in a general office environment with a moderate noise level.

Essential Duties And Responsibilities

  • Responsible for the department payroll processing functions. Verify and export time from scheduling software. Import and verify time entered into city time management program. Assist Finance Clerk with bi-weekly payroll processing by creating and reviewing payroll system reports to ensure accurate calculation of overtime for 207(k) firefighters by applying knowledge of federal, state and other statutes applicable.
  • Maintain permit and license tracking database and the status of fire department permits. Performs calculation of fees and collects fees. Balances funds and prepares deposits. Provide training of tracking database to other office staff.
  • Reviews patient care reports and additional documentation to identify services provided to each patient and verify completion of all required signatures necessary for billing.
  • Verifies and enters patient demographics, insurance information, and charges into the billing system. Utilizes various resources to obtain missing or inaccurate billing information.
  • Maintains confidentiality of healthcare information in compliance with the Health Insurance Portability and Accountability Act, HIPAA.
  • Documents all actions and account activity on patient account. Scans records and attaches documentation to appropriate account.
  • Provides explanations pertaining to the medical billing, accounting, and collections processes to customers, patient representatives, insurance companies, and legal offices. Assists with preparation of patient statements, delinquent accounts, and returned mail. Establishes payment plans with patient.
  • Assists with financial accounting by preparing detailed financial transactions including accurately posting payments and contractual adjustments to patient accounts.
  • Contributes to the accurate retrieval of computerized information in complex computer databases by manipulating data and reporting for upper-level management and for day-to-day operations.
  • Responsible for cost recovery packet submittal and accounts receivable entry for special teams and deployments. Assists with the distribution of petty cash and balancing the ambulance transfer fund.
  • Tracks completion of patient care records for every ambulance response and sends delinquent notices. Ensures all records have been submitted for monthly processing.
  • Maintains department employee demographic records and other information as needed. Assists the Office Manager with other projects and responsibilities.

Acceptable Experience, Training, Licenses And/Or Certifications

  • High School Diploma/GED required;
  • One (1) year experience in general office practices;
  • Certified Ambulance Coder, CAC, certificate obtained within 12 months;
  • Strong written, verbal, and interpersonal skills are required;
  • Must maintain a current and valid driver’s license.

An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.

  • CMS, federal, and state rules and regulation pertaining to medical billing;
  • Customer service procedures, techniques, and objectives;
  • Record keeping and filing practice and procedures;
  • Basic cash handling.

  • Analyze and interpret complex information and data;
  • Provide general assistance with all functions and responsibilities within the Fire Department to internal and external customers;
  • Ability to perform work and deal with the general public, some of whom may be frustrated or under stress, in a tactful and courteous manner;
  • Operate a personal computer and job-related software applications;
  • Maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, and the public;
  • Ability to work with others in a helpful and professional manner to accomplish the required work;
  • Communicate effectively in the English language at a level necessary for efficient job performance;
  • Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations;
  • Perform all duties in accordance with city policies and procedures with regard for personal safety and that of other employees and the public.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk and sit for extended periods of time. The job requires hand/finger dexterity to handle materials, keyboard to type and reach with hands and arms. The job requires the operation of a computer and job-related equipment. The employee must occasionally lift and/or move up to 25 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions, communicate clearly and effectively and interact with the public is required. While performing the duties of this classification, the employee may be impacted by fast-paced and stressful emergency conditions or exposed to graphic reports of criminal activity.
