Monday-Friday; 8:00am-5:00pm.

  • Infrequent travel (i.e., annually) for activities such as job skills training or participating in institutional and client meetings and conferences.
  • Work can be performed remotely unless requested for in-person meetings.
  • Based on funding availability. The position to end at the start of fiscal year of 8/31/2026.

Salary The annual salary for this position ranges from $50,000 to $53,448. The final offer will be based on the candidate’s experience, qualifications, and overall fit for the role. Pay Basis Monthly Job Summary

The Senior Natural Resources Specialist will review and process Public Water System information, documentation, and data related to the Texas Commission on Environmental Quality (TCEQ) Ground Water, Revised Total Coliform, Chemical, Surface Water and Public Notice (PN) rules.

Essential Duties And Responsibilities

  • Researches noncompliance allegations and prepares penalty calculations, letters, memos, orders, and technical requirements to support routine enforcement actions.
  • Monitors ordering provisions and compliance schedules for formal enforcement actions until compliance is achieved or cases are closed.
  • Conducts routine reviews of technical reports, documents, and databases to determine compliance with applicable statutes, rules, and orders.
  • Prepares quality enforcement documents that are accurate and complete in response to order compliance monitoring activities.
  • Interacts with respondents to encourage compliance, settle enforcement actions, and as appropriate, initiate use and completion of Supplemental Environmental Projects (SEPs) as appropriate.
  • Communicates case status and provides technical assistance concerning agency rules, regulations, and/or policies regarding enforcement actions.
  • Provides testimony at commissioners’ agendas, administrative hearings, or civil trials.
  • Maintains data to track case progress from assignment to closure.
  • Maintains enforcement working file and all information necessary to timely track cases and provide updated cases status.
  • Assists with and/or completes special projects; provides guidance to junior staff, ensuring tasks are completed accurately and efficiently.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in a relevant field from an accredited institution.
  • Two (2) years of related experience (e.g., data analysis, environmental quality management, public utilities, business administration, or related field); or an equivalent mix of education and relevant experience in similar role.

Preferred Qualifications

  • Experience with databases and reviewing technical documents; paralegal; environmental disciplines; managing tasks strategically, maintaining effective relationships, and communicating frequently and clearly with management.

Knowledge, Skills and Abilities

  • Solid working knowledge of Microsoft Teams, Word, and Excel; and PC’s. Solid working knowledge of database entry; ability to learn TCEQ’s rules and databases; follows all applicable institutional standard operating procedures; and adheres to institutional paper and electronic file management requirements.
  • Skill in organization, attention to details, communicating technical information to non-technical individuals, and customer service.
  • Ability to mentor newer staff as needed throughout the training process. Ability to integrate complex concepts, procedures, and processes.
  • Ability to communicate verbally and in writing with clients, customers, and coworkers to gather information and/or explain policies and procedures.
  • Ability to independently prepare routine correspondence, reports, documents, policies, procedures, case narratives, or other lengthy documents; perform visual activities requiring prolonged attention to detail such as editing and proofreading.
  • Ability to hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis with use of amplifying equipment/hearing aids if needed.
  • Ability to work under general supervision with moderate latitude for the use of initiative and independent judgment; to work independently and effectively in home and remote offices; and to work professionally and cooperatively in a team environment.
  • Ability to complete all physical tasks as needed
