Position
The Idaho Department of Environmental Quality (DEQ) is hiring a Harmful Algae Bloom (HAB) Lead – Analyst 3 for the state office located in Boise.

This classified position is expected to be of limited duration due to the funding of the position and is designated as a limited-service position.
Salary Range: $29.75 - $33.71
Responsibilities
Water Quality Standards Program Support: Function as a lead for implementation and communicate direction of the Harmful Algae Bloom response in the following areas:
Coordinate with multiple agencies and partners to design and implement improved data sharing, communication, response tools, and training.
Coordinate and lead the Idaho HAB collaboration meeting with state partners and stakeholders and other state meetings.
Assist with outcome reporting HABs and work to maintain and improve HABs reporting tools.
Education and outreach: Provides education and outreach to partner agencies and to the public about HABs by conducting the following:
Assist in the development and dissemination pre-season promotional materials in consultation with the state public health veterinarian, state waterborne outbreak coordinator, state toxicologist, and communications team, and other stakeholders.
Develop materials to promote awareness on HABs, including social media and materials for print and update, as needed, existing recreational water, drinking water, and cyanobacterial harmful algal bloom content on the DEQ external and internal websites.
Provide environmental health education to communities in different forums such as open houses, public meetings, and public availability sessions throughout the state.
Research And Tracking
Ensuring data is successfully loaded to Datasight.
Researching and sharing information on evolving topic areas
Answering data and information inquires by outside agencies and stakeholders.
Minimum Qualifications
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields ANDat least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Required Specialty Minimum Qualification
Requires at least four (4) years of experience preparing scientific or technical reports AND at least two (2) years of experience presenting scientific, technical, or regulatory information to students, the general public, local governments, and professional organizations.
Two (2) years of experience involving interpretation and application of federal and/or state environmental rules AND at least one (1) year experience developing guidance and/or policies.
Desired Specialty Minimum Qualification
Experience working with or understanding the biology/ecology of cyanotoxins and their occurrence in surface water.

- Ability to lift and carry up to 30 pounds over rough terrain.
- Ability to work in adverse or inclement weather.
- Ability to work in extreme hot or cold temperatures both outside and inside.
- Must be able to swim and perform field monitoring work without on-site assistance or supervision

- May be required to travel and stay overnight in remote areas
- Must have a valid driver’s license
