About The Position

General Dynamics Land Systems (GDLS) is seeking a qualified candidate for the position of Portfolio Manager and Program Protection within our wheeled products and air defense portfolio of products / program office. This leadership position is responsible for providing overall organization, direction and management of new business funds, withholds, ITAR, department Op Plan and financial analysis, as well as program protection. A variety of responsibilities will be under this position that will represent the entire wheeled product and air defense Program Office. This position will lead the program office by ensuring common formats, templates and processes.

Responsibilities To Anticipate/Expect

  • Foster and develop an outstanding relationship with internal team members and stake holders to deliver best in class solutions
  • Manage project schedules, deliverables, and financial outcomes for withholds
  • Work with Program Finance to lead the PM team with common financial analysis tools and templates. Develop financial analysis templates; work with program finance to populate and refine. Meet with program teams and process centers monthly to review CE data and forecasts. Provide finance 101 training as needed. Provide analysis and identify data trends.
  • Department point of contract to Trade Council Representative, ITAR, CUI and NTK approval and record keeping
  • Review contracts and ensure adherence to security classification guides and contract requirements. Enforce CUI controls across all programs and manage folder access.
  • Main point of contract to support security with the technology control plan
  • Manage and track new business funds planning and execution for Bid & Proposal, market Assist and Independent Research and Development.
  • Lead inventory review and disposition of excess in support of internal audits
  • Lead Program Office teams to develop consistent proposal cost memos and proposal packages
  • Work with contracts and program teams to develop AWAR's with consistent messaging and templates

Desired Background And Qualifications

  • Minimum of bachelor’s degree in finance, accounting, engineering, business, management, operations or supply chain.Other degrees will be considered with relevant work experience.
  • 10+ years of relevant work experience.
  • An ownership mindset with desire to roll-up your sleeves to make an impact
  • Proven ability to establish and maintain effective relationships.
  • Ability to assess business or technical risk and develop corrective actions and mitigation plans.
  • Must have excellent analytical, planning, and problem-solving skills.
  • Must have strong oral, written, and interpersonal communication skills.
  • Excellent business acumen and negotiating skills are preferred.
  • Strong acumen in MS Office applications as well as ability to learning new systems (financial, contracts, supply chain, operations, etc.)
  • Ability to travel as needed.
  • This position will require eligibility to obtain a US security clearance.(Non-US Citizens may not be eligible to obtain a security clearance)
