Position Summary
The Vice President of Human Resources (VP of HR) fosters a positive, inclusive workplace culture and ensures legal compliance while driving innovation and continuous improvement across HR functions. The VP of HR serves as a member of the senior management team, aligning HR activities with organizational strategic plans to support a dynamic, mission-driven agency. This role oversees all aspects of human resources including talent acquisition, employee relations, benefits, policy development, training, and HR systems.

This role oversees all aspects of human resources including talent acquisition, employee relations, benefits, policy development, training, and HR systems.
Essential Duties
Strategic Leadership
- Develop and execute HR strategies that support strategic and annual business plans to strengthen the organization.
- Serve as a strategic advisor to the CEO and Senior Team on workforce development, organizational structure, and change management.
- Attend and provide HR presentations and insights at Board of Director meetings as requested by the President & CEO.
- Lead, coach, and mentor the HR Team (4 direct reports).
- Design and implement recruitment strategies to attract qualified and mission-aligned candidates.
- Supervise the administration of employee benefit programs including health, retirement, leave programs, and wellness activities.
- Build relationships with post-secondary institutions and develop employer branding initiatives.
- Offer excellent customer service to staff and managers by responding to questions, addressing concerns, and conducting investigations as needed.
- Champion a culture grounded in respect, inclusiveness, accountability, and wellness.
- Provide coaching and support to managers on performance, disciplinary actions, and conflict resolution.
- Manage whistleblower complaints and internal investigations with confidentiality and integrity.
- Lead the review and revision of HR policies and employee handbooks.
- Ensure compliance with federal, state, and local employment laws and regulations including FSLA and ADA.
- Prepare and submit required reports (e.g., EEO-1, OSHA, Workers’ Compensation).
- Support the development and implementation of leadership and technical training programs.
- Oversee onboarding and orientation processes to ensure a welcoming and effective experience.
- tilize LMS and other tools to support continuous learning for employee growth and organizational capacity.
- Manage HRIS systems and ensure accurate payroll and employee data.
- Collaborate with Finance on compensation strategies and salary benchmarking to ensure market competitiveness and appropriate internal implementation.
Qualifications
Education And Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 8–12 years of progressive HR leadership experience.
- 5+ years managing HR teams, including talent acquisition.
- Strong knowledge of employment law and HR best practices.
- Proficiency in Microsoft Office.
- HRIS systems (e.g., Paylocity).
- Knowledge of employment law and HR best practices.
- Budget management and forecasting.
- Report preparation (EEO-1, OSHA, Workers’ Compensation).
- Talent acquisition and recruitment strategy.
- LMS utilization for training and development.
- Payroll and employee data management.
- Strong problem-solving and decision-making capabilities.
- Resilience and ability to perform under pressure, including in crisis management scenarios.
- Cultural awareness and commitment to an inclusive workplace.
- Excellent prioritization and organizational skills, attention to detail, with a commitment to accuracy. Balances multiple projects and meets deadlines.
- Ability to uphold professional boundaries, confidentiality regulations, agency policies and procedures, and interact in a professional manner with a diverse workforce, clients, and the public.
- Excellent verbal and written communication skills including presentation abilities. Demonstrate active listening and conflict resolution. Ability to communicate with people of all levels and backgrounds.
- Demonstrates the principles of teamwork and collaboration, creating a respectful and inclusive environment and contributing to a positive team culture.
- Work is primarily performed in an office setting.
- Requires use of computer screen for extended periods.
- Occasional travel to program sites or trainings.
- Must be able to pass background checks and drug screening.
