Training Liaison Officer to a serve as the MESG TWO N7 LNO for MSRON 2 and MSRON 4 to ensure MSRON units of action are meeting MESG training and readiness requirements. This position is located at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, VA.

Duties And Responsibilities Include, But Are Not Limited To

  • Validating incoming Sailors’ orders to ensure proper pre-arrival training pipelines are assigned. Oversee MSRON N7 Department staff in identifying and scheduling MSRON formal Navy schools and training requirements, including verification of prerequisites and screenings of candidate Sailors.
  • Provide technical and administrative guidance to training management, instructors, and staff in updating personnel current onboard within ASM and RCRP
  • Lead the N7 Department in scheduling, coordinating, executing weapons range and training facilities/equipment opportunities, assessing, and reporting training and deployment certification requirements.
  • Managing the MSRON Command Training Team (CTT) and associated CTT development and qualification programs. Initiate and development plans of all phases for CTT assignments, school completions, training curricula, on-the-job training, and completion of qualifications.
  • Work with CTT curriculum to ensure the individual technical knowledge requirements are supporting the level of knowledge and skill needs of the MESF. Provide Day-to-Day leadership to CTT members in all aspects of the assigned duties and responsibilities, including classroom matters, performance, and field training evolutions, on-the-job training (OJT) assignments, remediation, and evaluations.
  • Publish CTT training opportunities and schedules, release notices for training classes, technical training, and OJT opportunities.
  • Lead MSRON Deployment Certification efforts. Evaluate command, UoA, and individual Sailor training readiness and proficiency in unit and individual skills; in conjunction with MESG TWO Training and Evaluation Unit (TEU), assess unit proficiency in meeting MESF assessment guide requirements necessary to achieve deployment certification.
  • Oversee N7 Department staff in providing readiness planning, reporting and the documentation of training execution using Navy Expeditionary Combat Force (NECF) readiness data systems.
  • Serve as senior readiness advisor to the Commanding Officer. With guidance from the MESG-2 N7, plan and conduct surveys, studies, statistical analysis, etc., which evaluate and predict program achievements and deficiencies in performance and prepares interpretation of results and recommendations.
  • Serve as the primary point of contact for training information and material exchange among the CTT, MESG TWO N7, MESG 2 TEU, and adjacent unit Training Officers.
  • Conduct reviews, training program validations, implementation of plans and policies, and evaluation of new and/or proposed training materials and program modifications.
  • Provide training administration and other duties related to readiness generation and Sailor development; oversee command personnel qualification standard (PQS) watch station assignments, qualifications, and tracking using NECF training data systems; lead for the administration of Navy General Military Training (GMT) program for the command; develop and administer the budget for all phases of the training, including training materials, travel support, and training support items.

Requirements

Five years’ experience with Navy FRTP development, administration, and execution to lead the Force Generation efforts to certify required deployable units of action at the directed time. Must be able to apply their knowledge to the development, implementation, and administration, to effectively manage a comprehensive training program. Must have five years of experience of the Navy deployment certification and readiness reporting to prepare units of action for deployment certification, build readiness databases, and articulate certification requirements and current/projected readiness in response to dynamic conditions and timing.

Three years of experience providing classroom student and instructor level training to lead CTT and training staff in providing instruction to military students. A strong knowledge of the duties and responsibilities of a Training Officer and Training Manager are required to lead the MSRON 2 and MSRON 4 N7 Training Department in the execution of oversight for the command’s training organization and processes. A strong knowledge of developing and leading a military training team is required to provide senior-level experience in establishing, training and qualifying, and maintaining the Command Training Team and other command training teams charged with providing training to individual Sailors and units of action.

Two years of expertise working with NECC and MESF organization and missions to align training and readiness generation efforts to the proper unit of action. Must be able to effectively communicate at all levels of NECF hierarchy both orally and in writing to articulate training and readiness requirements, training progression, shortfalls in personnel or resources, and forward readiness projections under varying conditions

Requires the maturity and knowledge to exercise a high degree of independence and skill in applying knowledge of MESF missions and training requirements to support individual Sailor, unit of action and command-level training and certification events. Must have sound negotiating and counseling skills to coordinate with multiple entities in a professional and constructive manner to advance the command’s training and readiness goals.
