Systems Analyst

This position is responsible for providing technical programming and system support to County employees to facilitate the efficient performance of their job duties.
Minimum Education: Bachelor’s degree from an accredited college in Information Systems, Computer Science, or related field or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills and abilities for this job.
Certifications, Licenses:
- Microsoft certification and A+ certification preferred.
- Must have dependable transportation.
- A pre-employment criminal background check is required.
Minimum Experience: Five (5) years of computer programming/systems analysis (or related) experience.
GENERAL POSITION DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
- Administers various software packages, including public safety, public administration and ERP solutions. Includes installing and configuring vendor software; maintaining user accounts and permissions; resolving user issues and facilitating resolution with vendor support; analyzing and assessing user needs for training, permissions/access and custom reports.
- Resolves work orders from users related to unexpected program errors, printer issues and user data entry mistakes. Maintains documentation about issues and their resolution steps. Queries vendor databases via SQL scripts to aid in troubleshooting.
- Creates and maintains documentation of system hardware and software configuration.
- Analyzes user requests and needs for custom reports; writes complex SQL queries, stored procedures and SSRS programs.
- Performs system maintenance and upgrades, including coordination with vendors and scheduling downtime with users.
- Works collaboratively with others to plan and coordinate projects and other departmental activities. Participates in annual budget planning by assessing the need for departmental expenditures to maintain, upgrade and replace current software.
- In collaboration with other team members, evaluates user requests for new or modified programs to determine feasibility, cost and time required, compatibility with current systems, and hardware capabilities. Consults with users to identify current operating procedures and clarify new objectives.
- Serves as project manager for the implementation of new software or added components to existing software, including the management of deadlines for user inputs and communication with other team members.
- Assists with data conversions when new software replaces existing programs.
- In rotation with other team members, acts as the first responder for the after-hours user support phone line

FISCAL RESPONSIBILITIES
This position participates in annual budget planning and needs assessments.
COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:
- Represents the Department to other County departments, elected officials and outside agencies; coordinates Department activities with those of other departments and outside agencies and organizations.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.
SUPERVISORY RELATIONSHIPS:
Works independently with general guidance from the department director to ensure coordination of objectives and priorities of the department.
JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Principles, concepts, capabilities, and operations of computer hardware, data storage devices and peripherals.
- The various operating systems utilized by the County.
- Network, application and data security systems.
- Hardware and software troubleshooting techniques.
- Software installation and support concepts.
- Management and supervisory principles and practices including financial management, planning, budgeting, direction, coordination, and evaluation.
- Administrative policies and procedures of the County.
- Pertinent Federal, State, and local laws, codes, and regulations.
- Current office practices and procedures.
- Computer software consistent for this position.
Skill in:
- Troubleshooting and resolving computer hardware, software and peripheral problems.
- Installing and configuring computer and printing equipment.
- Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
- Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Applying judgment and discretion in resolving problems and interpreting policies and regulations.
Ability to:
- Train staff.
- Perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.

WORK ENVIRONMENT:
Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.
PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:
- This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.
- Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
- Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
- Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Work is primarily in an office setting.
- Use and normal maintenance of office machines, (copier, computer, printer, etc.).
- Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
- Ability to recognize occupational hazards in work activities and take safety precautions.
- Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
