Summary

Chief Human Resource Officer designs and executes a strategic workforce development framework that prioritizes empowerment, equity, inclusivity, quality, engagement, and goal attainment. The CHRO implements practices and systems that enable and facilitate an employee-centric, high performance culture including ongoing development of a superior workforce to meet the needs of the agency today and into the future. Member of the C-Suite. Attends and presents at Board of Directors meetings.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. To successfully perform this job, an individual must be able to perform each essential duty satisfactorily.   • Creates, articulates, communicates and executes an overarching human capital strategy for the organization. Serves as a strategic thought partner to the CEO and members of the leadership team, and assists in ongoing development of the leadership team.
  • Implements and oversees succession planning process for key positions and develops and executes development plan.
  • Drafts and implements the organizations staffing budget as well as the budget for the human resources department; ensures adherence to department budget.
  • Leads, guides, coaches, and develops members of the Executive Leadership Team.
  • Establishes and tracks key performance indicators for the organization’s human resources; assesses the organization’s success and competitiveness based on these metrics, communicates results, and makes related recommendations.
  • In collaboration with leadership team, executes workforce planning initiatives; anticipates and plans for the organization’s evolving talent needs and challenges.
  • Works closely with CEO on workplace culture, cultural competency and DEI initiatives; serves as a thought partner and champion for these efforts.
  • With the Director of Talent Acquisition & Retntion, leads organizational wide employee engagement strategic initiative. Oversees execution of annual all-staff events.
  • Leads and performs ongoing evaluation of the organization’s compensation program and creates a total rewards strategy; recommends and implements changes when necessary.
  • Lead the strategic planning and administration of employee benefits, including evaluating plan options, negotiating with brokers and carriers, managing vendor relationships, and overseeing the implementation and maintenance of benefits administration systems—ensuring compliance, cost-effectiveness, and alignment with the organization's mission to support and retain a committed workforce.
  • Evaluates ACC’s performance management system; recommends and implements changes that align with the organization’s culture, mission, and Strategic Plan.
  • Develops, implements and oversees comprehensive organizational training and development plan.
  • Facilitates talent acquisition process for senior management and leadership positions.
  • Maintains current knowledge and understanding of laws, regulations, and best practices in employment law, human resources, and talent management. Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements; ensures ACC’s policies reflect appropriate requirements.
  • Leads, guides and coaches HR team. Assists with resolution of questions, concerns, and issues when necessary.
  • Partners with legal counsel as needed to mitigate risk and resolve complex employee relations issues.
  • Participates in professional development and networking conferences and events.

  • Presents a professional, poised, and “polished” image. Must be comfortable and confident in communicating with Board Members and management.

Supervision

Supervises overall Human Resources departmental functions to include the Human Resource functions within the HR/Payroll Manager position.

Miscellaneous Responsibilities And Considerations

Member of the Executive and Senior Executive Leadership teams; participates in decision making as it relates to overall agency strategy and initiatives. Leads dedicated goals within the Strategic Plan.

REQUIRED QUALIFICATIONS: Listed below are the knowledge, skills, and abilities required to be successful in this position.

Education, Training, And/or Experience

  • Bachelor’s degree in business administration, human resources, or related field; Master’s degree preferred
  • A minimum of eight years of demonstrated experience in designing, developing and implementing strategic HR

Initiatives

  • Industry expertise, including a thorough understanding of nonprofit and mission-driven social service organizations; experience with complex, multi-site organizations preferred
  • Experience in coaching and developing leaders, as well as leading and developing HR professionals
  • Business and financial acumen, including the ability to establish and adhere to a budget
  • Proficient with Microsoft Outlook or similar software, Microsoft Office (Word, Excel, PowerPoint), and is capable of learning new software applications; experience with HRIS and Paylocity is a plus.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification a plus
