Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. The Employee Experience, Enrichment, and Empowerment Program Specialist will report directly to the Manager of Experience, Enrichment, and Empowerment (E3), supporting the team’s mission to design moments that matter across the employee lifecycle. From strategic planning and event execution to cross-functional coordination and internal communications, this role is instrumental in bringing our programs to life and aligning them with the evolving needs of our workforce.

Key Responsibilities

  • Develops coordinated long-range plans in accordance with company policy and objectives and DOE’s present and future requirements.
  • Lead the coordination and planning of large-scale programs and events that align with the strategic goals of the Experience, Enrichment, and Empowerment (E3) Team.
  • Serve as a strategic thought partner to department leadership, helping to translate vision into actionable plans and initiatives, ensuring alignment to business needs and mission.
  • Support internal communications and engagement strategies across local, regional, and national audiences to ensure alignment and visibility of E3 programs.
  • Forecasts, tracks, and reconcile budget activities for program initiatives and events.
  • Plans, schedules, assigns, directs, and coordinates activities which include programs, cost estimating, cyber security, finance, human resources, information technology, labor and employee relations, prime contract management, records and requirements, and training.
  • Identify interdependencies across E3 pillars and workstreams, ensuring a cohesive and collaborative approach to planning and implementation.
  • Apply high-level problem-solving and decision-making skills to anticipate challenges and implement innovative, efficient solutions.
  • Perform other duties assigned by Management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field and at least 12 years’ of professional level experience, or equivalent training and experience.
  • Proven ability to think strategically while managing tactical execution across multiple high-visibility initiatives.
  • Able to utilize independent judgment, creativity, and initiative to resolve problems and ensure that requirements are completed efficiently, on time, and are cost-effective.
  • Demonstrated experience in program management, event planning, and internal communications within a complex organizational setting.
  • Strong organizational skills with the ability to synthesize information, prioritize competing demands, and ensure successful outcomes.
  • Excellent interpersonal and communication skills; able to communicate with all types of people in a tactful, professional, influencing, motivating, and effective manner.
  • Ability to proactively network and establish effective working relationships at all levels within the business.
  • Demonstrated experience working in a team environment.
  • Desire to adopt new technology and the ability to leverage and maximize existing technology.
  • High level of emotional intelligence and collaboration leadership style; able to influence, coordinate, and drive engagement across diverse stakeholders.
  • Able to read/write/speak English.
  • Excellent oral and written communication skills.
  • Strong command of grammar, spelling, and punctuation.
  • Knowledge of basic math.
  • May be required to travel between locations including land and air travel.
  • Familiar with software applications used in the position.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $117,426.20 - $182.010.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
