i3 is seeking a results-driven Program Manager to lead the successful execution of a large, complex Interactive Multimedia Instruction (IMI) program. This individual will oversee a team of program managers and coordinate efforts across a matrixed organization of technical staff. The ideal candidate will possess a strong background in managing multifaceted instructional design and software development efforts, applying Agile project management principles across cross-functional teams, and delivering high-quality training solutions to the customer and end-user.
This role requires a strategic thinker with excellent leadership and communication skills, a proven track record of delivering large-scale programs, and an aptitude for executing on firm-fixed-price (FFP) contracts.

- Provide leadership and strategic direction to a team of program managers overseeing multiple workstreams.
- Manage and coordinate delivery across cross-functional teams sourced from a matrixed organization, including instructional system designers (ISDs), developers, UX/UI designers, 2D and 3D graphic artists, subject matter experts (SMEs), and QA professionals.
- Manage and coordinate an integrated master schedule (IMS), sprint plans, and release strategies aligned with customer requirements and Agile best practices.
- Serve as the principal liaison with internal and external stakeholders, ensuring transparent communication, alignment, and accountability across the program.
- Implement and sustain Agile practices (Scrum, SAFe, or Kanban) to drive efficiency, responsiveness, and continuous improvement.
- Identify, assess, and mitigate program risks; proactively address obstacles and interdependencies between teams.
- Establish and track key performance indicators (KPIs), deliver regular program status updates to executive leadership, and support customer-facing reporting.
- Ensure compliance with standards and regulatory requirements, including SCORM and contract-specific guidelines.
- Promote a high-performance culture, coaching program managers and product owners to deliver at scale while fostering innovation and collaboration.
- Other duties as assigned.
- Bachelor’s degree with at least 10 years of relevant experience.
- Project Management Professional (PMP) certification.
- Strong background of leading projects and teams.
- Strong business and technical vision with a deep understanding of a software development team and Agile framework.
- Self-motivated and comfortable with independent and team problem solving.
- Well organized with excellent oral and written communication skills.
- Demonstrated ability to manage complex programs that include multiple subcontractors and stakeholders.
- Demonstrated ability to manage costs on a multimillion-dollar design and development program utilizing Earned Value Management (EVM) principles.
- Active Secret Clearance or higher required.
- U.S. Citizenship is required.
- Exceptional judgment capabilities and relationship management skills.
- Excellent communication, teamwork, and customer service skills; ability to clearly communicate in discussions and written documents, and to deliver feedback clearly and tactfully.
- Interact with a diverse array of customers and staff in a professional and courteous manner.
- Work independently with accountability for accurate and complete results.
- Time management and task prioritization; with the ability to delegate when appropriate.
- Exceptional customer relationship skills to include the ability to uncover true requirements and recommend alternative solutions and approaches.
