Knowesis is currently seeking a DOD Biomedical Research Program Manager with biomolecular engineering education and experience, to support the Science & Technology (S&T) Portfolio Management Division of the Defense Health Agency (DHA) Research and Engineering Directorate. This hybrid position is in Frederick, MD.
This position requires a Secret Clearance and U.S. Citizenship (applicants without proof of US citizenship will not be considered due to the position’s security clearance requirement). The successful candidate will reside in the local area or relocate within 15 days of the start date.

Knowesis is currently seeking a DOD Biomedical Research Program Manager with biomolecular engineering education and experience, to support the Science & Technology (S&T) Portfolio Management Division of the Defense Health Agency (DHA) Research and Engineering Directorate. The Job Duties and Responsibilities include, but are not limited to, the following:
- Draw upon training and expertise in injury physiology-related science used in the application of engineering principles and practices to the purposeful manipulation of molecules of biological origin involved in cell signaling, cell growth kinetics, and biochemical pathways to advise the Portfolio Manager on the most up to date state of the science to guide programmatic decisions.
- Provide support to the Portfolio Manager as a collaborative member of the Portfolio team in managing research budget and execution activities, and in the assessment of the scientific quality, merit, and military programmatic relevance of research performed by DOD-funded performers.
- Provide scientific input and support to the Portfolio Manager by assisting in the development, review, and revision of strategic research plans, including research goals and objectives.
- Assist in composing funding opportunity announcements and drafting solicitations to support Portfolio objectives.
- Review research proposals informing health solutions to environmental threats (include toxic chemicals, materials and radiation), and recommend programmatic decisions based on sound scientific and programmatic rationale.
- Assist in monitoring progress, outcomes, changes, and issues related to funded research projects.
- Coordinate with execution management activity staff to review and report on tracking and disbursement of research funds.
- Develop and maintain electronic master files in multiple systems of funded research projects, including proposals, reviews, performance records, and technical progress.
- Attend meetings and coordinate activities with DoD, other Federal agencies, academic, and industry laboratories.
- Prepare high-quality, professional information papers, briefings for senior leaders, special studies, and analyses in response to taskings.
- Communicate with intramural and extramural principal investigators regarding policies, procedures, and programmatic matters.
- Assist in composing technical summaries of DHA-sponsored research projects.
- Assist the Portfolio Manager in coordinating, overseeing, and monitoring the budget aspects of intramural and extramural pre-proposals and proposals, including interactions with the contracting and executing organizations.
- Assist in planning and coordinating technical meetings, workshops, and peer reviews.
- Minimum of 5 years of experience in performing and/or managing research examining health solutions to environmental threats (including toxic chemicals, materials and radiation),
- Minimum of 2 years of experience in a DoD or Federal research laboratory or in the management/oversight of DoD or Federal scientific research.
- Knowledge in thermodynamics and kinetics of molecular recognition in enzymes, antibodies, DNA hybridization, bio-conjugation/bio-immobilization and bio-separations.
- Facilitation, critical thinking, analytical, quantitative, and data gathering skills.
- Highly organized, extremely detail-oriented with efficient time management skills and multi-tasking capabilities; can handle multiple and parallel projects in a deadline-driven environment.
- Excellent oral and written communication skills and ability to depict complex systems and processes in logical, comprehensive, concise reports, presentations, or graphics.
- High degree of professionalism, ensuring that products and communications are technically accurate and of professional quality.
- Demonstrates leadership in activities, as appropriate.
- Proficiency using Microsoft Office (e.g., Teams, Outlook, PowerPoint, Excel, Sharepoint).
- Must work effectively and collaboratively in a team environment.
- Eligible for Secret Clearance.
- Doctorate in Biomolecular Engineering, Toxicology, Bioengineering, or related
- The ability to integrate knowledge of biological processes with the core knowledge of chemical engineering to focus on molecular level solutions to health-related issues and problems in the life sciences related to the environment.
- Previous work in the DoD environment.
- Experience with, or understanding of, DoD Research, Development, Test, and Evaluation (RDT&E) funding.
- Experience in grants management.
- Active Secret or Top Secret Clearance.
