Job Description

The City of Mansfield Assistant Director of Finance is responsible for formulating and executing policies and procedures, and applying technical standards for the Finance Department. This employee researches financial issues, analyzes financial reports, assists in the preparation of the City’s Budget and Comprehensive Annual Financial Report. The Assistant Director of Finance acts for the Director of Financial Services in his/her absence.

Working Environment

The Assistant Director of Finance performs a vast majority of essential job functions in a private office environment. Many work duties require frequent interaction with others in person, by phone, or through documents. The Assistant Director of Finance occasionally travels to perform essential job functions. Additional hours may be required during the budget process and related to attendance at various meetings where attendance is mandatory. This employee frequently sits for extended time periods and also occasionally lifts and carries items weighing up to twenty-five pounds. Essential job functions require frequent repetitive motion ability in order to operate a personal computer, ten-key, copier, telephone, and other office equipment.

Reporting Relationship

The Assistant Director of Finance performs job duties independently with minimal supervision by the Director of Financial Services.

Examples Of Work To Be Performed

  • Supervise and review the procedures, methods and performance of the Finance Division.
  • Confer with and advise supervisors and subordinates with inquiries, questions, and difficult problems.
  • Develop and supervise implementation of new policies, procedures, and appropriate methods of coordinating services.
  • Participate in the formulation of financial analysis and related reports.
  • Interpret and summarize financial data and communicate to the management team and other City departments for information and/or action.
  • Review and resolve departmental problems.
  • Perform investment function for all City funds in order to maximize returns consistent with legal requirements and prudent financial management.
  • Prepare the monthly Financial Report.
  • Prepare the City’s Comprehensive Annual Financial Report.
  • Assist with all aspects of the annual budget process.
  • Perform account reconciliation and resolve any indicated variances.
  • Research and analyze various methods of financing and assist with the official statement preparation for bond issuance.
  • Perform any requested internal, performance, or operational audits.
  • Develop and interpret policies.
  • Compose letters, memoranda, and policy procedures.
  • Perform special assignment, research, or other related duties and tasks as requested, required or instructed.

Required Knowledge Skills And Abilities

  • Ability to effectively plan and prioritize tasks.
  • Ability to oversee, direct, and review tasks performed by subordinate employees and personnel.
  • Skill in oral and written communication.
  • Skill in use of a personal computer and also be familiar with the operation of various office equipment. Knowledge of accounting systems, financial spreadsheets and presentation software.
  • Valid Texas Driver’s License as frequent travel is required to locations within and outside the City for meetings or seminars.
  • Knowledge of accounting, budgeting, financial reporting, and auditing processes of local governments.
  • Skill in mathematical calculations related to accounting, budgeting, cash management, property taxation, financial reporting, and other tasks.
  • Skill in interpreting and analyzing financial or statistical data.

Required Training And Experience

  • Must possess a Bachelor’s Degree in Accounting or Finance
  • Three to five years’ experience working in a finance-related role for a private or public entity

Desired Training And Experience

  • CGFO or CPA preferred

  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

The visual acuity requirements, including color, depth perception, and field vision.

  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
