The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The New York City (NYC) Administration for Children’s Services’ (ACS) Office of Information Technology (OIT) is responsible for providing high quality, reliable, and sustainable technology services, and support to meet the needs of the families and children we serve through ACS, its vendor partners and other City agencies.

ACS is creating a new organizational unit within OIT called Digital Product Strategy and Solutions (DPSS). The mission of DPSS will be to advance OIT’s mission by translating vetted ideas into scalable, user-centered digital products. With a focus on product strategy, delivery discipline, and outcomes the office will ensure that technology solutions improve services for children, families, and frontline staff across the agency. To lead this area, OIT is seeking a dynamic and strategic leader to serve as Assistant Commissioner of Digital Product Strategy and Solutions (DPSS). This role offers a unique opportunity to help transform ACS’s digital service delivery by leading the execution and scaling of user-centered digital products that support one of the largest and most impactful child welfare systems in the nation.

Reporting to the Chief Information Officer (CIO), the Assistant Commissioner will lead multiple product teams responsible for turning strategic ideas into actionable, scalable, and outcome-driven digital solutions. DPSS will work in partnership with program divisions, technology teams, and external stakeholders to ensure products are aligned with agency priorities, deliver measurable value, and continuously improve based on user feedback and operational data.

The selected candidate will be responsible for performing the following duties, but not limited to:

Lead Digital Product Strategy and Execution

  • Oversee a portfolio of digital products aligned with agency strategic priorities.
  • Translate approved concepts into delivery-ready product roadmaps and ensure execution through agile, user-centered practices.

Portfolio Governance and Prioritization

  • Lead portfolio planning and governance processes to ensure resources are allocated toward high-value initiatives with clear impact metrics, timelines, and alignment with agency goals.

User-Centered Solution Delivery

  • Ensure all products are developed with a strong focus on the needs of frontline staff and families.
  • Drive continuous improvement through iterative development, data analysis, and structured user feedback.

Cross-Functional Collaboration

  • Partner closely with internal program divisions, IT service areas (e.g., infrastructure, security) and external stakeholders (e.g., OTI, OCFS) to ensure digital solutions are feasible, secure, and sustainable.

Team Leadership and Capability Building

  • Lead and mentor multiple product teams of product managers, business analysts, developers and quality assurance staff.

Strategic Reporting and Communication

  • Develop executive-level reporting and communication for the CIO and Commissioner on digital product performance, value realization, and delivery progress.

Lifecycle and Compliance Oversight

  • Ensure digital products follow established SDLC and project management practices.
  • Maintain oversight of vendor partners, quality assurance, and operational readiness.

COMPUTER SYSTEMS MANAGER - 10050

Minimum Qualifications

  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
  • A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
  • A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Preferred Skills

The selected candidate should possess the following: - Proven leadership in digital product management, portfolio governance, or enterprise solution delivery in a complex organization. - Strong background in agile delivery, stakeholder engagement, and translating program needs into technology solutions. - Demonstrated ability to lead cross-functional teams in a public-sector or mission-driven environment. - Excellent communication, strategic planning and organizational change management skills. - Familiarity with the child welfare or human services sector is strongly preferred.
