The Human Resources Representative is an administrative position within the Department of Human Resources of the Richmond Sheriff’s Office. This position is responsible for all human resource functions and ensures that the Human Resources division conforms to the office quality system procedures as outlined. Reporting to the Human Resources Manager, this position will also provide onboarding and offboarding guidance and assistance and ensure the agency’s completion of related activities. The ideal candidate must be able to work independently and as part of a team.

Minimum Qualifications
The successful candidate will:
- Maintain familiarity with RAPIDS/COR-ERP
- Responsible for Human Resources Transaction Forms
- Communicate with employees to answer human resources questions or employee issues and needs
- Conduct internal & external studies to develop statistics on Sheriff’s Office employee
- Complete monthly reports on employees
- Coordinates On-Boarding process
- Initiate daily attendance sheets
- Read and be familiarizes with the Emergency Plans Manual as outlined by the Minimum Standards for Local Jails and Lockups
- Maintain the confidence and trust of peers, superiors and general citizenry
- Process benefits forms and documents for employees
- Certify retirement documents
- Perform employee verifications
- Schedule and conduct file viewings of employee files for interested parties
- Process new hires, separations, salary change, promotions, demotions, etc.
- Accurately process, review, validate and approve employees’ bi-weekly timecards in the City of Richmond Oracle Payroll System
- Review and process employees’ leave exceptions and authorized overtime ensuring compliance with agency policies.
- Maintain employees’ leave records and reconcile leave balances bi-weekly.
- Analyze and resolve payroll discrepancies, errors and employee inquiries related to paychecks.
- Ensures that all authorized daily Shift Activity Reports (SARs) are received in a timely manner.
- Analyze and research discrepancies with leave slips, overtime slips and daily SARs, etc.
- Communicate with managers/supervisors any discrepancies.
- Works with the agency’s Human Resources Liaisons to ensure the timely processing of all new hires, transfers, terminations, retirements, etc.
- Review Audit Reports for validation of all time processed.
- Perform a wide range of functions associated with onboarding, budget preparation, updating and developing policies, and separation processes in accordance with agency policies.
- Significant knowledge and/or experience with HR principles and practices, Commonwealth of Virginia human resource policies/procedures, and applicable State and Federal laws is a plus.
- Ensure the integrity of employee data, including the performance of regular audits and documentation of appropriate quality control measures.
- Interpret and explain human resources policies, procedures, laws, standards, or regulations.
- Assist employees with inquiries regarding duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities.
- Ability to handle confidential and sensitive information appropriately and with discretion while maintaining a high degree of integrity and credibility.
- Excellent verbal and written communication and interpersonal skills, with the ability to build and maintain successful, collaborative relationships and communicate effectively with all levels of the organization and with other City of Richmond and Commonwealth of Virginia agencies.
- Proven ability to work both independently and as part of a team
- Exceptional organizational skills, ability to meet deadlines, and handle multiple tasks in a fast-paced work environment.
- Working knowledge of Microsoft Word, Excel, Google Workspace, and presentation software applications.
- Comprehensive knowledge of principles and practices of all functional areas of Human Resource Management.
- Experience in report writing, data collection, and analysis.
- Knowledge of VA state government HR policies, procedures and systems a plus
- Carries out any or all other duties as directed by the HR Manager or his or her designee.
- Considerable experience in the human resource field and/or proven experience in a similar role.
- Establish and follow logical priorities of tasks and collect, assemble and process information.
- Notary License or ability to apply for licensure.
- SHRM-CP or PHR certification is a plus.
- Bachelor's Degree in human resources, business administration or related field required; equivalent experience considered in lieu of degree. Advanced degree or professional designation preferred.
- Knowledge of a variety of human resources principles and procedures.
- Strong analytical skills required.
- Intermediate knowledge of Excel required.
- Excellent organizational, written, and verbal communication skills.
