Job Description

We are seeking an experienced Sr IT Business Analyst – Case Mgmt System to support this modernization initiative. The analyst will play a key role in gathering and documenting business requirements, mapping current and future processes, conducting gap analysis, and producing clear, actionable project documentation. The role requires strong analytical skills, effective communication, and experience working within the software development lifecycle (SDLC).

This project aims to replace existing case management and electronic filing systems with a modern, secure, integrated web-based platform. The new system will support online penalty payments, public access to case data, real-time filing updates, robust reporting, automated notifications, and mobile access. These enhancements are designed to improve functionality, user experience, and staff productivity, while reducing late filings through proactive communication tools.

Key Responsibilities

  • Collaborate with stakeholders to elicit and document business and system requirements.
  • Develop process maps, use cases, user stories, and functional specifications.
  • Conduct gap analyses between current and future state processes and systems.
  • Support the development of test plans and participate in user acceptance testing (UAT) planning.
  • Translate business needs into clear, structured documentation for development teams.
  • Assist in project status tracking, change management documentation, and system evaluations.
  • Work closely with technical teams and vendors to ensure requirements are implemented accurately.
  • Participate in regular stakeholder meetings and contribute to project planning and execution.

Required Qualifications:

  • 9+ years of experience as a Business Analyst in IT and software development projects.
  • Strong understanding of the software development lifecycle (SDLC) and Agile methodologies.
  • Proven experience with requirements gathering, process modeling, and gap analysis.
  • Proficiency in tools such as Visio, JIRA, Confluence, or similar documentation platforms.
  • Excellent communication skills, both verbal and written.
  • Ability to work independently and exercise sound judgment.

Preferred Skills & Experience:

  • Experience in public sector or government technology modernization projects.
  • Familiarity with electronic filing, case management, or records management systems.
  • Working knowledge of testing and QA tools and processes.

Education /Certifications:

  • Bachelor’s degree in information systems, Business, or related field.
  • CBAP certification or equivalent preferred.
