Job Summary

Under the general direction of the VP of Operations – the Operations Project Lead executes the work of the company’s Capital Improvement Program (CIP) related to operations and supports budgeting, forecasting, and reporting functions therein

Principle Duties & Responsibilities

Support and maintain annual capital expenditure plan, specifically for the company’s operations team, ensuring all financial planning directly supports operational need and strategic initiatives.

Oversee and execute the closeout of capital projects for the operations team, ensuring operational deliverables are met and financial records accurately reflect operational project outcomes. Facilitate the development of capital budgets for various business units, with a particular focus on warehouse and operations functions, ensuring robust operational input and alignment with business unit requirements.

Ensure capital expenditures not only align with the company’s strategic objectives and financial return criteria but also drive tangible operational improvements and efficiencies. Provide guidance and support to operations staff in the preparation, review, and approval of capital expenditure requests, emphasizing operational justification and expected impacts on workflow and productivity.

Develop and implement disciplined financial and operational criteria for evaluating and approving capital expenditures, incorporating operational performance metrics and anticipated benefits to business processes.

Monitor and report on the financial and operational performance of completed projects, including tracking actual expenditures versus budget, analyzing operational impact, and conducting post-completion reviews to identify opportunities for further operational enhancements.

Collaborate closely with operations and procurement teams to ensure capital expenditures are fully integrated with operational planning and support the company’s broader financial and operational objectives.

Develop and maintain an asset tracking system tailored to operations projects, ensuring accurate, real-time records of capital assets—including cost, location, maintenance history, and operational utilization—to optimize asset management within operational workflows.

Review, analyze, and reconcile a range of financial and operational reports, using insights to inform operational decision-making and drive continuous improvement. Other duties as assigned.

Education & Experience

A Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business operations or other related field.

One to three years of professional-level accounting or finance experience in an operational environment, preferably in a water utility or operations-focused field.

Diversified experience with financial accounting systems—particularly JD Edwards Enterprise One, PowerPlan, Hubble, Microsoft Excel, and database software—with demonstrated ability to leverage these tools for both accounting and operational optimization.

Required Knowledge, Skills & Abilities

Have a solid understanding of warehousing practices, distribution terminology, and inventory control best practices and how these impact financial and operational outcomes.

Have excellent written and verbal skills, with the ability to communicate financial data and operational impacts clearly across teams.

Have experience with Microsoft Office products including Microsoft Access Database or similar platforms, and the ability to integrate data management into operational processes.

Exceptional data analysis skills, with the ability to synthesize accounting data and operational metrics to support informed operational decision-making.
