Position: We are seeking an experienced Deputy Regional Advisor and Irregular Warfare Subject Matter Expert (SME) with expertise in the NORTHCOM and Western Hemisphere regions to support a government contract with the Defense Security and Cooperation Agency (DSCA) and the new Irregular Warfare Center (IWC). As Deputy Regional Advisor, build strong bilateral and multilateral relationships between the United States IA, allies, and partners, including academia and industry from around the world, focusing on IW threats and mitigation strategies. Meet the knowledge needs of U.S. and international national security professionals by providing a forum for rigorous examination of the challenges that shape the security environment. Develop and provide a focal point where decision-makers can gather to exchange ideas and explore tools for cooperative problem solving. Seek out and promote allied and partner nation IW best practices with primary focus on engagements through our global network of subject matter experts and practitioners. Up to 30% travel required to CONUS & OCONUS locations.

Responsibilities

  • Develop IWC regional strategies.
  • Coordinate across the Department and Interagency.
  • Coordinate with IWC Network Integrator to develop FAN participation in the region.
  • Execute and coordinate across the IWC as necessary to support region METs/events with up to 30% travel to CONUS & OCONUS locations.
  • Provide current IW regional affairs updates.
  • Develop regional proposals for IW Education & Training.
  • Identify regional research requirements (CoE).
  • Produce regional Insights, Journal articles, reports, SM posts.
  • Identify & report on regional IW Lessons Learned.
  • Coordinate regional key leader engagements (KLE).
  • Advise IWC on regional IW activities, events etc.
  • Map and build the IW community of interest of the DOD, the USG, international partners, industry, and academia, to support IWC educational engagement.
  • Manage, prioritize, and develop relevant content for publication on a quarterly basis for IWC and conduct outreach with Partners, Allies and Civilian institutions to amplify IWC’s mission and vision.
  • Gain, maintain, and grow the IWC community of interest and network to increase efficiencies and fusion on all aspects of the IW problem and solution set.
  • Work closely with the other chairs to ensure IWC efforts are synchronized and mutually supportive.
  • Recommend and prioritize expeditionary engagement team employment to service partner outreach and education, identifying opportunities and risk for the IWC Director.
  • Lead, coordinate, and execute IWC engagements with the IW community of interest on a semiannual basis and continue to grow the community.
  • Perform other duties, as assigned.

Requirements

  • PhD in related field of Irregular Warfare, such as national security or international relations.
  • Ten (10) years of senior level experience in the field of irregular warfare.
  • Must be able to travel and work occasional evenings and weekends.
  • Must be able to obtain Top Secret security clearance.
  • Advanced understanding of the policy process of Washington, D.C. diplomatic and military organizations and cultures, and the ability to interact with senior foreign representatives.

Preferred Experience

  • Located within 50 Miles of NORTHCOM HQ.
  • Fifteen (15) years’ experience in IW at senior level positions.
  • Active Top Secret Security clearance.

Compensation & Benefits

Compensation varies based on factors such as location, experience, and skill set. For positions based in California, Colorado, D.C., Maryland, New York, or Washington, the salary range is $140,000 – $170,000 (if annualized).
