Summary:

The Chief Executive directs the operations of ANMC under the general supervision of the Alaska Native Tribal Health Consortium (ANTHC) Chief Operating Officer (COO) and collaborates closely with Southcentral Foundation (SCF).

The Chief Executive provides sound executive leadership through implementation of ANMC’s strategic plan and annual operating plan; and is responsible to supervise, manage, and control the day-to-day operations of ANMC and the other healthcare services of ANTHC in accordance with the strategic plan, policies, or guidelines.

The Chief Executive must excel at building strong, inclusive partnerships across diverse stakeholders, fostering teamwork, consensus-driven decision-making, and respectful engagement with Alaska Native communities as they exercise self-determination in the healthcare they receive. This approach ensures strategic decisions reflect the values and address the needs of the people we serve.

Effective leadership in this role is vital to ANTHC’s ability to provide the highest-quality health services to Alaska Native people. A collaborative approach is essential to be successful, as the hospital operates in partnership with Alaska Tribes and Tribal Health Organizations. This places an emphasis on cross-functional and inter-organizational relationships.

Responsibilities:

Support of ANTHC COO Functions. The Chief Executive provides access to ANMC staff and other support to the ANTHC COO in carrying out executive functions, including:

  • Communicating regularly with the ANTHC COO to ensure they have the necessary information to fulfill fiduciary duties and other responsibilities.
  • Providing timely updates regarding operational and financial matters relevant to ANMC.
  • Advising the ANTHC COO of ANMC’s resources, activities, potential threats, opportunities, and recommended actions.
  • Assisting in developing and implementing the organization’s strategic plan initiatives and measures related to the delivery of care at ANMC or statewide services.
  • Developing and maintaining effective relationships with strategic healthcare business partners.
  • Building and managing positive collaborative relationships with members of the Alaska Tribal Health System and other key stakeholders; and
  • Other duties assigned or delegated by the ANTHC COO.

Management Of Operations. The Chief Executive Provides General Supervision And Management Of The Day-to-day Operations Of ANMC And Statewide Healthcare Services To Meet The Strategic Goals And Objectives Established By The ANTHC Board And The ANMC Joint Operating Board, Consistent With Responsible Decision-making, And Appropriate Management, Ensuring ANMC’s Fiscal Health, And Providing Sustainable, High-quality Services. Related Responsibilities Include:

  • Managing and maintaining a collaborative relationship with Southcentral Foundation that affirms a shared commitment to providing high-quality services in the Alaska Native Medical Center for beneficiaries from every region.
  • Developing an effective organizational structure, assigning clear responsibilities, promoting communication and coordination to foster success, collaboration, and an environment of accountability.
  • Ensuring ANMC has effective executive leadership and management teams and that an effective development and succession plan is in place that promotes Tribal self-governance by supporting the development of Alaska Native/American Indian for key management, executive, and leadership positions.
  • Ensuring workforce recruiting and management strategies and compensation systems are appropriate to attract and retain the required workforce to execute the strategic and annual operating plans.
  • Establishing and maintaining adequate infrastructure and effective control mechanisms for operations to ensure integrity of internal controls and management information systems.
  • Designing and implementing appropriate systems and controls to identify and manage the principal business, financial, compliance, reputation, and other significant change opportunities and risks facing ANMC.
  • Providing appropriate oversight over program development, setting program goals and objectives, and evaluating the quality, effectiveness, and efficiency of program activities to promote excellence.
  • Ensuring ANMC’s assets are safeguarded and responsibly allocated to optimize ANMC’s ability to accomplish its mission, vision, and strategic and operational plans and objectives, consistent with ANTHC’s values.
  • Ensuring that ANMC and executive leaders and managers foster a corporate culture that promotes ethical practices, integrity, and accountability.
  • Ensuring that all ANMC operations and activities are conducted in compliance with applicable laws, regulations, governing documents, Board-approved policies, ethical standards, and sound business practices.
  • Developing Annual Operating Plan, including business plans, operational requirements, organizational structure, staffing, financial and budget requirements, internal controls, and management information systems that support Strategic Plan for Board review and approval;
  • Implementing the Annual Operating Plan and directing and monitoring the activities and resources of ANMC consistent with the strategic direction, financial limits, and operating objectives approved by the Board; and

Performs other duties as assigned.

KNOWLEDGE, SKILLS and ABILITIES

Knowledge of public health and health care financing principles, policies, and practices.

Understanding of Alaska Native people and cultures and ability to interact with Alaska Native people and Alaska Native Tribes and Tribal organizations with cultural awareness, sensitivity, and respect.

Understanding of the Alaska Tribal Health System and its unique legal and political issues.

Ability to communicate with, take direction from, and work well with a board of directors.

Ability to build and lead an effective executive team for the organization, and to provide excellent direction, supervision, and evaluation of team members.

Ability to effectively communicate and collaborate with other Tribal health organizations and partner organizations.

Proven administrative and financial management skills in a large, complex organization.

Demonstrated ability to serve as a positive role model by maintaining a healthy lifestyle and respecting Alaska Native values through integrity, professionalism, focus on excellence, commitment, compassion, humility, and accountability.

Proven skills in diplomacy, negotiation, developing consensus, and establishing and maintaining collaborative and cooperative relationships with diverse individuals and entities.

Demonstrated skill in managing a complex organization, assimilating, reconciling, and prioritizing diverse information, recommendations, policy considerations, and organizational objectives.

Demonstrated experience with successful development, communication, and implementation of strategies, objectives, initiatives, and performance measures for a complex organization.

Minimum Qualifications

Master’s degree preferred in a relevant field (such as business administration, health care administration, or public health) and extensive management and supervisory experience, including at least ten (10) years’ experience in an executive/management level position of a complex organization, or substantially similar combination of education and experience.

Demonstrable expertise in program development and strategic planning.

Knowledge of health care policy and legal/regulatory requirements.

Strong administrative and financial management skills, with a proven record of operational experience and accomplishments.

Excellent communication skills.

Effective leadership skills, with a strong focus on mentoring and motivating a team of professionals.

High level of integrity, confidentially, and accountability.

Preferred Experience Qualification

Experience working or living in Alaska.

Positive working relationship with Alaska regional Tribal health organizations.

Ten (10 years) previous experience in the healthcare industry.

A clear and solid understanding of tribal and rural health issues.
