Position Overview
CASE is seeking a Fisheries Biologist to provide expert support to the Interior Columbia Basin Division (ICBD) of NOAA Fisheries. This team plays a critical role in safeguarding ESA-listed salmon and steelhead populations by conducting interagency consultations, evaluating project impacts, and supporting recovery efforts throughout the Columbia River Basin.
In this position, you will work closely with NOAA Fisheries scientists and policy specialists to review, evaluate, and develop technical documentation under the Endangered Species Act (ESA), Magnuson-Stevens Act (MSA), Fish and Wildlife Coordination Act (FWCA), and Federal Power Act (FPA). Your work will directly contribute to science-based decision-making and habitat restoration efforts that support the survival and recovery of anadromous salmonids.

Key Responsibilities
- Draft Biological Opinions (BiOps) and Letters of Concurrence (LOCs) in response to action agency Biological Assessments for listed salmon and steelhead.
- Review biological assessments and programmatic consultation enrollment requests, providing clear, defensible recommendations.
- Evaluate proposed habitat restoration projects for alignment with ESA Recovery Plans and the FCRPS habitat program.
- Provide technical analysis and expert review to help action agencies minimize adverse effects and maximize positive outcomes for salmonid populations.
- Prepare formal written comments, enrollment documentation, and other consultation records.
- Deliver monthly progress reports summarizing accomplishments, challenges, and recommendations.
- Bachelor’s degree in aquatic biology or related field and at least 4 years of relevant experience; OR Master’s degree in aquatic biology or related field and at least 2 years of relevant experience.
- Knowledge of salmonid life cycles, habitat requirements, and ecological needs.
- Strong written communication skills, with proven ability to prepare high-quality technical documents.
- Proficiency with Microsoft Office, Google Workspace, and Adobe Acrobat.
- Expert knowledge of Columbia River Basin anadromous salmonid life histories and geographic distributions.
- Experience in aquatic habitat conservation and fish habitat restoration methods.
- Demonstrated ability to work effectively in collaborative, science-policy environments.
- Valid state driver’s license.
