Summary
Responsible for overseeing and facilitating all phases of design, construction, and renovation of City facilities. Also responsible for ensuring that the facilities meet the needs of the tenant department and are constructed in a timely manner within available resources.

Responsible for overseeing and facilitating all phases of design, construction, and renovation of City facilities. Also responsible for ensuring that the facilities meet the needs of the tenant department and are constructed in a timely manner within available resources.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Define project scope, goals, and deliverables in collaboration with stakeholders and departmental leadership; coordinate with departments to ensure project needs are incorporated into construction designs and reflected in requests for information and pricing.
- Serve as the primary liaison between departments, contractors, and other stakeholders, ensuring consistent communication and providing regular project updates to support organizational oversight and decision-making.
- Establish project budgets based on conceptual information and monitor expenditures to ensure alignment with approved funding and project timelines.
- Coordinate with internal resources, third-party vendors, and contractors to ensure the timely and high-quality execution of projects.
- Oversee procurement and selection processes for architects, engineers, contractors, and consultants in compliance with City and State policies, including bid preparation, proposal evaluation, contract development, and purchase requisition submission.
- Maintain accurate and comprehensive project documentation, including permits, contracts, submittals, and change orders.
- Coordinate with Building Inspections, Engineering, Fire, Water, Wastewater, and Streets departments to ensure compliance with City requirements.
- Conduct regular construction site visits to inspect progress, lead routine meetings, and ensure consistency among vendors and workers.
- Demonstrate flexibility to work early mornings, evenings, or occasional weekends as needed to supervise contractors and maintain project continuity.
- Associate’s college degree AND 3 years of commercial construction
- OR
- 5 years of progressively responsible experience in project management, construction oversight or related field.
Preferred Qualifications
Education/ Experience:
- Bachelor’s degree in engineering and/or Construction related education
- 5 years’ experience in construction project management, design, or related field
- Comprehensive knowledge of construction plans and specifications, means and methods
- Comprehensive knowledge of materials testing and inspection
- Comprehensive knowledge of surveying
- Comprehensive knowledge of construction cost accounting and estimating
- Effective and professional communication and interpersonal skills
- Ability to create project cost estimations and budgets, and monitor finances throughout the projects
- Skill in Microsoft Office (including Excel, Outlook, Project, and Word)
- Skills in Bluebeam or CAD
- Ability to develop and maintain professional relationships with vendors, contractors, and City employees
- Operator’s license required
- Valid Class C Texas driver's license
