What You'll Do
In the Program Manager- Shelter role, you'll oversee the Oceanside Navigation Center, a 75-bed campus providing emergency shelter to adults ages 18 and older of all genders; prioritizing Oceanside residents who are currently experiencing homelessness and chronically homeless individuals who are high-end users of the emergency response system. The Shelter Program Manager is responsible for grant compliance, staff supervision, and performing work to support the mission of Interfaith Community Services. The Shelter Program Manager will work to ensure the achievement of program goals and objectives and contribute to program development and enhancement.

What You'll Do

The Shelter Program Manager will work to ensure the achievement of program goals and objectives and contribute to program development and enhancement.
Core Duties And Responsibilities
- Oversee the day-to-day operations of Interfaith’s Oceanside Navigation Center, an emergency year-round, low-barrier shelter in the City of Oceanside.
- Provide direct supervision, training, and professional development for all staff, including interns and volunteers
- Ensure service delivery is in alignment with program goals and in compliance with grant and contract requirements.
- Supervise all program activities including outreach, enrollment, placement, training and follow-up for grants to ensure that all projected goals are met.
- Collaborate with city staff, law enforcement, partner organization, and community stakeholders to address homelessness effectively.
- Participate in hiring of staff for the program, conduct performance evaluations and monitor staff job performance to ensure high-quality service delivery
- Review assessments, case plans, progress notes, and other documentation, providing feedback and recommendations for best practices.
- Facilitate regular case management, staff and community meetings or trainings to support collaborative and effective service delivery.
- Support staff in identifying client barriers to housing, mental health, substance abuse, and other services, and develop long-term plans to maintain housing and achieve personal goals.
- Provide direct support as needed, including crisis management and case consultation.
- Facilitate client referrals to internal and external resources, ensuring seamless access to comprehensive support services.
- Lead and participate in outreach efforts to engage individuals experiencing homelessness, including street outreach and coordination with local agencies.
- Build and maintain strong community relationships to establish referral pathways into community-based programs.
- Ensure compliance with program goals/objectives and reporting pursuant to grants and contracts for departmental programs; help develop metrics for program accountability and success
- Work with other members of the management team to ensure successful communication and coordination between all programs, and participates in strategic planning
- Gather and provide operational statistics for internal and external reporting in a timely manner.
- Assist in the development and implementation of procedures to monitor and improve service delivery methods and administrative systems.
- Represent the program in community meetings, training sessions, and collaborative efforts to address homelessness.
- Maintain a strong working relationship with stakeholders, including elected officials, community activists, and service providers.
- Support the program director in evaluating program efficiency and effectiveness, workload distribution, and staff assignments.
- Assist program director with administrative tasks, data management, and preparation of program reports as needed.
- Aid the program Director in grant writing, program development and special projects
- Assists the program Director with budget development and compliance, and fiscal reporting
- All other duties as assigned

- Bachelor’s degree in social work or related field required; equivalent combination of work experience and education may be considered in lieu of education required
- Master’s degree in social work or related field, preferred
- 2+ years of experience working in a Social Services or nonprofit setting, required
- 2+ years of experience in a supervisory role or a role with increasing responsibility, required
- Bilingual (Spanish/English), preferred
- Valid CA Driver’s License
- Requires knowledge and support of “Housing First” philosophy and strategies, as well as low-barrier shelters model
- Strong working knowledge of the grants and contracts
- Knowledge and skill in identifying housing for low-income individuals and families
- Knowledge of all guidelines and regulations in the Americans with Disability Act
- Ability to establish and maintain professional boundaries with clients
- Ability to identify problems, and research and recommend resolutions
- Ability to react calmly to emergency situations
- Excellent communication skills, particularly listening, mediation, and writing skills
- Possess strong organizational skills with ability to meet a demanding workload
