Under the direction of theIdaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managingendowment trust landsis only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation onnavigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.

Description
To purchase supplies, services, material, and equipment for a department; research and perform value analysis on products, services, and equipment; serve as a lead worker in a purchasing unit or as sole purchaser in a small department; perform related work.
Responsibilities:
- Determines product, equipment and service requirements.
- Determines methods of acquisition.
- Prepares specifications, compiles salient documents, and advertises written solicitations to comply with the competitive statutes of the state of Idaho
- Reviews and evaluates solicitation responses in accordance with Idaho Code as well as IDL’s Procurement Policy
- Issues awards
- Reviews, evaluates, and prepares award documents for completed solicitations in accordance with IDL Procurement Policy
- Advises users about product, service availability and specification preparation
- Advises users about policies and procedures and legal requirements established for procurement
- Other duties as assigned Product and Service Research and Value Analysis
- Conduct research to identify products, services and equipment for potential department use
- Requests information about products and services and performs detailed reviews
- May attend trade shows; meets with vendors to receive product and service information
- Performs value analysis
- Analyzes quality, price, source of supply, delivery date, shipping charges and product cost
Some knowledge of:
- Life-cycle costing principles
- Performing detailed review of RFI, RFP, purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures
- Preparing, evaluating, and completing specifications for products and services
- Interpreting and applying public/governmental/private purchasing procedures
- At least two (2) years’ experience working in a public procurement environment
- Two (2) years or more experience developing, advertising, and administering Requests for Quotes (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs)
- Excellent writing skills
- Experience with end-user training regarding public procurement laws, policies and processes
- Experience with administering entity-wide programs (e.g. mobile devices, public surplus, etc.)
- Experience with Enterprise Resource Planning or E-Procurement software suites
