This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

Description Of Job

The Professional Learning and Design Unit provides leadership to ensure every member of the early care and education workforce can access required training and continue their growth through promising learning opportunities. This Unit designs, develops, and delivers a range of embedded learning supports for new and practicing early childhood professionals, including instructor-led training, self-paced online learning, hybrid training programs, training-of-trainer curricula, mentoring and coaching programs, and documentation tools that reinforce consistent and quality practices across diverse early learning and development settings. The Unit focuses on competency and standards-based approaches for the early childhood workforce to ensure children and families experience a supportive care and education system. To accomplish this, the Unit has 13 staff and partners within the Department of Early Childhood and with external partners to understand the training and professional learning needs of the early care and education workforce and system collaborators. Teams within this unit include the Colorado Shines Training Team, the Regional Coaching Network team, and the Expanding Quality for Infants and Toddlers Initiative team.

What You’ll Be Doing

This position is the staff authority for instructor-led curriculum development (including supplemental materials and eLearning modules) and coordination for the Department of Early Childhood, Division of Early Learning Workforce. This position exists to develop training courses and curricula for early childhood and early learning professionals across Colorado, including professionals in early care and learning settings and professionals providing training to program staff. The position is responsible for analyzing and defining training needs, developing curricula to be used for instructor-led training or related self-paced eLearning to best support those training needs, and creating supplemental materials to reinforce quality practices in early learning settings. This position will also work closely with subject matter experts (SMEs), meet project deadlines and communicate those deadlines to stakeholders, and participate in reviewing the products of other team members and in revising and updating existing training materials. It will use a variety of multimedia software development tools.

Major Job Duties Include, But Are Not Limited To

  • Training Development and Publication
    • This position develops and publishes a range of training materials for early childhood professionals for the Division of Early Childhood Workforce.
    • The position develops and maintains a range of adult learning training materials to support instructor-led and virtual instructor-led training.
    • This position ensures developed materials are relevant, interactive, effective and engaging, using an experiential training model with role-plays, case studies, peer collaboration, coaching, reflection, action planning, and so on, and which draw on the experiences of the adult learner.
    • This position develops materials which may include facilitator guides, participant guides, slide decks, train-the-trainer curriculums, assessments, Google Classrooms and Sites, and documents for participant use.
    • This position will also develop eLearning modules for learners to complete in conjunction with instructor-led training, as well as supplemental multimedia materials including videos, audio, and vector images.

  • Training Analysis and Design
    • Conducting ongoing training analysis to make recommendations for training development.
    • Reviewing current training materials and programs available to early childhood providers in Colorado.
    • Using data to inform training recommendations, including PDIS data, surveys of early childhood providers, reports on Licensing violations, and data from the Colorado Shines Quality Rating and Improvement and Licensing Salesforce Systems.
    • Conducting an audience analysis of specific groups within the early childhood arena, such as program directors or family child care providers. This analysis may include a technology analysis.
    • Conducting a gap analysis of current performance to desired performance in specific topic areas related to early care and education.
    • Attends and participates in relevant training groups (may be in person, web-based, list serve, etc.) and other relevant training to remain current on programs policies, educational theory and trends and the use of creativity in developing training materials using instructional design principles and practices.
  • Communication and Stakeholder Relationships
    • This position communicates the CDEC and Workforce Division training plans and programs and coordinates with external and internal partners through proactive and frequent outreach.
    • The position serves as facilitator to improve and expand training services for the Department of Early Childhood.
    • Develops and maintains relationships with internal and external stakeholders to provide training and technical assistance.

Minimum Qualifications

Experience Only:

Seven (7) years of relevant experience in an occupation related to training development, facilitation, and/or instructional design. Must have three (3) years of experience in the development of training materials and/or curriculums.

OR

Education And Experience

A combination of related education and/or relevant experience in an occupation related to training development, facilitation, and/or instructional design. Must have three (3) years of experience in the development of training materials and/or curriculums.

Preferred Qualifications

  • Colorado State experience relevant to this position
  • Proficiency in training analysis, development, and evaluation using both agile and ADDIE methodologies.
  • Familiarity with the administration of large learning management systems, for example, Cornerstone.
  • Proficiency with eLearning development software, for example, Storyline 360.
  • Ability to complete work tasks and manage time independently
  • Familiarity with the Department of Early Childhood and/or early childhood programs.
  • Exceptional oral and written communication skills.
  • Strong interpersonal and emotional intelligence skills.
  • Ability to relate to diverse partners and develop materials for diverse learners.
  • Proficiency in G Suite including Gmail, Calendar, Docs, Sheets, Slides, and Forms and in Microsoft Office suite, including Word, Power Point, and Excel.

Highly Desired

  • Proficiency with multimedia software, such as Adobe Creative Cloud products, Vyond, and MurfAI, to support video, audio, and document development.
  • Familiarity with in-person, remote, and hybrid training settings.
  • Proficiency with project management tools, implementation, and methodologies.
  • Familiarity with tools and methodologies for supporting the translation of training materials
  • Familiarity with tools and methodologies for ensuring the accessibility of training materials and related resources
  • Familiarity with tools and best practices for appropriately using AI with human review during the development of training materials
