Job Description

The Iowa Department of Management (DOM), Division of Information Technology (DoIT), is looking for a highly motivated candidate to join our team as a Compliance Officer 2 - Information Technology Acquisitions Officer.

This position will be responsible for managing the end-to-end acquisition lifecycle, ensuring compliance with state regulations and policies, and maintaining positive vendor relationships. This role will play a critical part in drafting, negotiating, and executing solicitations and contracts for Information Technology (IT) goods and services, while also ensuring alignment with organizational objectives and budgetary constraints.

Key Responsibilities

Compliance and Documentation

  • Ensure compliance with organizational policies and regulations within the IT acquisition process.
  • Serve as a liaison with Performance and Risk Management, Finance, and Legal departments to ensure solicitations and contracts meet regulatory and accreditation requirements.
  • Collaborate with stakeholders to define requirements and specifications for IT acquisitions.
  • Develop and maintain templates, policies, and procedures to streamline the IT acquisition process.

Solicitation and Contract Lifecycle

  • Manage the entire competitive solicitation process, from drafting to contract awarding, ensuring all requirements are met.
  • Manage solicitation submissions, lead solicitation evaluations and presentations, and negotiate contracts while fostering positive relationships with stakeholders.
  • Monitor contract performance, address issues promptly, and foster positive vendor relationships.
  • Conduct thorough vendor performance evaluations and negotiate contract terms, pricing, and service level agreements (SLAs).
  • Collaborate with acquisition subject-matter experts to ensure positive outcomes.

Acquisition Analysis and Continuous Improvement

  • Analyze IT acquisition effectiveness, identifying issues and proposing optimizations.
  • Participate in continuous improvement initiatives to document and implement new ideas for enhanced efficiency.

Working Arrangement

This position requires onsite work in Des Moines, IA each week. Employees meeting all expectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.

Please note, candidates for this position must reside in the state of Iowa at the time of starting the role.

Background Check Requirements

  • After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate's education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.
  • Graduation from accredited school of law and experience equal to two years of full-time work as described in number one or two or in the practice of law.
  • A total of nine years of education and/or full-time experience (as described in number one, two, or three), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes experience equal to two years of full-time management/supervisory work in the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review.
  • Current, continuous experience in the state executive branch that includes experience equal to eighteen months of full-time work as a Compliance Officer 1.
