The City of Pearland, TX is seeking to hire a full-time Engineer I to lead and improve aspects of the day-to-day operations of our Engineering and Public Works department within our Capital Projects division. The Engineer I earns a competitive salary of $68,268.87-$87,042.80/per year based on experience and qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance, plus the majority portion of the medical premium for employees and their dependents. The purpose of this class within the organization is to provide technical engineering work across an entire project lifecycle, to include: reviewing engineering designs, planning, construction and operation of public works and utilities projects, evaluating and reviewing plans and specifications for municipal facilities, water, wastewater, drainage, streets, and traffic systems.

A DAY IN THE LIFE OF A ENGINEER I
General Description
The purpose of this class within the organization is to provide technical engineering work across an entire project lifecycle, to include: reviewing engineering designs, planning, construction and operation of public works and utilities projects, evaluating and reviewing plans and specifications for municipal facilities, water, wastewater, drainage, streets, and traffic systems.
Essential Functions
- Performs project planning, developing a project charter, determining impact of adjacent projects, documentation of existing problems, handles community complaints, superordinate agency requirements and studies to develop high level scope, budget, schedule and risk assessment.
- Supports capital improvement projects by performing plan review, quantity checks, preparing specifications and bid documents and other tasks related to design and construction. Coordinates and reviews design phase submittals for preliminary engineering reports (PER), 30, 60, 90%, and final plans, including gathering and obtaining plan review comments from the consultants and project staff.
- Facilitates pre-construction and pre-bid conferences and progress meetings; conducts site visits and resolves field issues.
- Acts as a liaison to citizens with concerns or complaints during the design and construction phase of a project.
- Reviews the construction plan set with the contractors on site when a technical issue arises and provides clarification and implements solutions.
- Conducts and facilitates an informative presentation of the CIP Projects.
- Conducts field visits and inspects job progress. Resolves site conflicts.
- Prepares regular project updates for internal and external stakeholders (i.e. city manager, council, and public).
- Develops Capital Improvement Program project scopes, budgets and schedules in the planning phase as part of the annual CIP process; identifies project needs and parameters, components, funding sources, and stakeholders.
- Coordinates and collaborates with ROW Acquisition manager to identify, outline and secure needed information for ROW acquisition for projects.
- Provides project quality control and quality assurance through proper documentation.
- Performs related work as assigned
- Requires bachelor's degree in civil engineering or a related field or specialized courses/training equivalent to satisfactory completion of four years of college in civil technology, construction technology or closely related field.
- Requires minimum one (1) year engineering design or closely related experience and two (2) years' experience in project management.
- Valid Texas Driver's License
- Engineer-in-Training (EIT)
- Professional Engineer (PE)
- Registered Architect
- Local Government Project Procedures Qualification
