The administrator continually investigates new benefits programs, improves existing programs, and supervises and monitors benefits administration. Facilitates annual open enrollment; assists employees with benefits enrollment and questions, verifies, and reconciles all insurance billing, maintains employee database, and files, and ensures compliance with required benefit notices.

The administrator continually investigates new benefits programs, improves existing programs, and supervises and monitors benefits administration. Facilitates annual open enrollment; assists employees with benefits enrollment and questions, verifies, and reconciles all insurance billing, maintains employee database, and files, and ensures compliance with required benefit notices.
Responsibilities
- Collaborate with benefits brokers in researching employee benefits plans and vendors to identify those that present the best value. Interpret, communicate, and ensure compliance with policies and procedures, federal and state laws.
- Design, recommend and implement new benefits programs. Strategize with benefits brokers to examine plan designs and benefits cost changes.
- Serve as primary contact for plan vendors and third-party administrators.
- Coordinate transfer of data to external contacts for services, premiums, and plan administration.
- Coordinate daily benefits processing. Handle enrollments, HSA and 401(k) funding, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, loans, hardships, and compliance testing.
- Maintain employee benefits records, group benefits database and update employee payroll records, as needed to ensure accuracy.
- Analyze/evaluate current benefits, usage, services, coverage, effectiveness, costs, plan experience and competitive trends in benefits programs to determine overall value to participants and the organization.
- Analyze complex benefits information in collaboration with benefits brokers. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by senior leadership.
- Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding. Prepare budgetary recommendations and assist in the monitoring, verifying, and reconciling of budgeted funds.
- Facilitate annual Benefits Open Enrollment and benefits education during new hire orientation. Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.
- Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions. Provide training and support for all employees.
- Verify the calculation of the monthly premium statements for all group insurance policies, including monthly invoice reconciliation, maintain statistical data relative to premiums, claims and costs. Resolve administrative problems with the carrier representatives.
- Administer and monitor COBRA, including payments and monthly reconciliation.
- Coordinate workers' compensation claims with third-party administrator. Follow up on claims.
- Educate managers on workers’ compensation and leave of absence processes. Prepare and set up meetings designed to help employees obtain information and understand company benefits, leave policies and other related incentive programs.
- Document and maintain administrative procedures for assigned benefits processes, including compliance and distribution of required employee notices.
- Use of HRIS to maintain accurate employee records, updating benefits eligibility, plans, premiums, status changes, and other system-related configurations.
- Other administrative/HR duties, as assigned.
- Bachelor’s degree in Human Resources, Business Administration or other related discipline or equivalent work experience, minimum five years.
- Minimum five years of experience specializing in employee benefits administration.
- Proficient in MS Office and prior experience with HRIS, preferably UltiPro.
- Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
- Computer proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint; experience with HRIS and benefits databases.
- Effective planning and priority setting. Ability to manage multiple complex projects simultaneously while working under pressure to meet deadlines.
- Strong analytical skills and a thorough knowledge of plan designs, including knowledge of benefits contract language, and the ability to understand, evaluate and make recommendations on proposals (RFPs).
- Project and team management skills and experience.
- Critical and analytical thinking skills along with excellent communication and organization skills.
- High degree of confidentiality and professionalism.
