Overview
Under general direction, assist in financial and administrative management responsibilities for the collection, receipt, custody and management of District funds; ensure that the District's banking activities, investments, debt management, and public records are maintained appropriately, provide oversight for the investments of the employee benefit plans, and share responsibility for the Secretarial requirements of the Board of Trustees.

Must possess a valid driver's license issued by the state in which employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as non-safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
Employees of MSD must have a meets expectations.

Essential Functions
- Reports directly to the Treasurer. Assist in planning, organizing and directing the collection, receipt and custody of all monies under the control of the District
- Deposit or invest funds as authorized by the Board of Trustees
- Analyze and project the District's cash requirements and schedule investment maturity dates to coincide
- Monitor bank fees, account structure and maintain adequate banking records
- Assist optimally financing of the District's captial program
- Provide guidance to assure legal, accounting and regulatory compliance for the district's investment portfolio and employee benefit portfolio, develop and install fiscal and clerical procedures essential to the maintenance of ledgers and other accounting records and to the proper administration of the District's investments and debt program, disburse funds on warrants drawn by the Executive Director
- Serve as executive secretary to the Board of Trustees when required and assist that body in the conduct of its business
- Prepare and maintain a historical record of the Board's actions and decisions; exercise all powers and perform all duties as may be required by law.

Training And Experience
- Graduation from an accredited college or university with major coursework in business, accounting, public administration, commerce, finance, economics or related field
- Plus six years of progressively responsible experience in public finance, banking, investments or in positions in business, industry or government involving substantial responsibility for financial as well as program management.
- Extensive knowledge of the principles, practices and methods of financial modeling and management, including modern banking and investment practices
- thorough knowledge of administrative management principles and techniques
- considerable knowledge of electronic data processing and accounting procedures
- intermediate to advanced Excel skills and high analytical ability
- knowledge of the District's charter, ordinances, rules and regulations, especially those affecting finance and investments; considerable skill in planning, organizing and supervising the work of subordinate personnel
- considerable skill in establishing and maintaining effective working relationships with District and other public officials, banking and investment executives as well as employees
- considerable skill in communicating both in oral and written form.
