The role
This role is critical to the safe delivery of the Modern Network Project, the aim of which is to provide high-performance network for our world-class campuses. It is the single biggest investment ever made into IT infrastructure and is due to complete in 2026 - the role has fixed funding until September 2026.
We are looking for someone who will use their passion, knowledge, and experience to promote and develop a positive health and safety culture across the Modern Network project, using their strong collaborative and stakeholder management skills. They will be a committed and effective individual, with the ability to prioritise competing demands to present informed recommendations together with the ability to implement effective recommendations. This will include monitoring and reporting on progress against SLA and KPIs. It is essential they have recent, relevant experience, excellent interpersonal skills, and a resourceful, flexible, helpful and pragmatic approach.

What will you be doing?
The Role Holder Will Be Responsible For
- Developing and monitoring a proactive system for the identification of H&S risks, agreeing priorities for action with project managers including the highlighting and reporting of residual risks.
- Identify and interpret legislation, regulations and national codes of practice, University Safety Policy etc. ensuring requirements/changes are incorporated into project work practices. Advise on the implications of non-compliance, responding to and applying any necessary changes.
- Design and deliver UoB health and safety induction training material for contractors, covering a broad range of health and safety topics to both management and operational staff, ensuring the training is relevant and appropriate.
- Review of risk assessments and method statements and other safety documents, as well as aiding the application of permits to work.
- The role holder will need to be able to influence the decisions of principal contractors and other stakeholders and work with internal project teams to ensure that risks are mitigated.
- Instigate or oversee incident investigations by contractors as well as analyse and interpret accident performance and other health and safety data
- Develop and implement KPI’s and the reporting mechanisms to demonstrate to University governance committees that the project is performing to legal requirements and industry acceptable standards with regard to compliance
- Develop and implement an internal audit system and schedule audits to include the suitability of contractor policies and risk assessments, and safe systems of work, local procedures, safety plans, management of safety, adequacy of staff training and assist in developing action plans for contractors.
The role holder will hold the following essential skills, experience and technical expertise:
- Hold the NEBOSH Construction Cert / Diploma, or equivalent qualification plus experience in a similar role(s).
- A good working knowledge of CDM 2015
- Asbestos Management training
- Project management skills and experience
- Experience of analysing and interpreting data, drafting complex reports and writing and delivering briefings to others.
- Proven people and change management skills to build and cement a positive safety culture.
- Excellent interpersonal and communication skills and the ability to engage and influence at all levels
- Extensive understanding of relevant Health & Safety and other property/building-related legislation and regulations, and the implications of non-compliance.
- In depth health and safety management experience in a large complex organisation (e.g. Higher Education, Facilities Management, IT or Telecoms).
