General Definition of Work

The Director of Strategic Operations provides high-level leadership in the planning, execution, and evaluation of cross-agency strategic initiatives aligned with organizational priorities. This role leads the implementation and coordination of strategic initiatives and change efforts in alignment with organizational priorities. Serves as a strategic partner with executive leadership and key stakeholders to ensure cohesive execution and measurable impact. This position requires a consulting-style problem-solving mindset, high emotional intelligence, and the ability to influence without direct authority. This role plays a central role in shaping outcomes, enabling change, and accelerating organizational performance and readiness.

Essential Functions

  • Serve as a senior advisor to the CEO, helping to drive execution of strategic priorities and system-wide improvement efforts.
  • Manage cross-functional execution by providing structure and alignment in fast-moving environments, managing scope and timeline while ensuring forward momentum.
  • Support the ELT Committee Chairs in coordinating and overseeing high-priority, cross-departmental projects.
  • Develop and implement systems to monitor progress on organizational KPIs and strategic initiatives.
  • Frame and solve complex problems clarifying ambiguous challenges, define objectives, and create actionable execution plans from inception to completion.
  • Partner with ELT members to align operational plans with agency goals, ensuring cohesion across divisions.
  • Coordinate and prepare high-level reports, dashboards, and presentations for internal and external stakeholders, including the Board of Directors and funders.
  • Drive accountability and transparency by communicating clearly across levels of organization.
  • Foster ownership and results by promoting shared accountability while owning delivery timelines, executive expectations, and success.
  • Champion of culture of excellence by encouraging transparency, collaboration, and high standards in execution across all teams and initiatives.
  • Monitor changes and the priorities of state-level and local key stakeholders to support organizational readiness for audits, funding reviews, or state-level performance assessments.
  • Assist the CEO and ELT to strengthen organizational credibility with key stakeholders and funders.
