A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. Position Description

The Chief Asset & Capital Management Officer (CACMO) is seeking to hire a Strategic Initiatives Lead to design, plan, and manage implementation of strategic initiatives initiated by the Office of the CACMO to support the work of the A&CM Division more broadly, working in coordination with other areas of NYCHA as relevant. These strategic initiatives comprise critical projects to enhance A&CM strategy and operations, or more tactical efforts to problem-solve and sustainably address important issues that arise in the course of A&CM’s business. Strategic initiatives may involve new business strategies, policies, processes and supporting technology, data, human resources and training, and will frequently require analytical structuring, and quantitative and qualitative analysis.

The Strategic Initiatives Lead will work closely with other staff in the Office of the CACMO and across the division, and coordinate significant cross-departmental, cross-divisional and external senior stakeholder collaboration, to build buy-in and facilitate effective implementation of these initiatives. In addition, the Strategic Initiatives Lead may also take on high-priority requests and urgent coordination needs related to the Office of the CACMO’s work.

Candidates should have strong skills in strategic planning, strategy and policy development, and program and project management; the ability to quickly build content knowledge in new areas; data and process fluency; adeptness at building relationships with senior staff with diverse profiles and fostering ownership and collaboration; and experience utilizing the informal authority of an executive office to facilitate effective problem-solving across diverse issues and teams and to ensure accurate reporting. Candidates will need to be able to balance multiple high-priority assignments at the same time, and effectively navigate between big picture and detailed thinking. Ideal candidates will also bring familiarity with public and affordable housing, capital projects planning and management include alternative project delivery methods, public sector procurement practices and vendor and contract management, and key agencies and municipal processes involved in capital projects delivery in New York City.

Some Key Day-to-day Responsibilities Include

  • Drive analytical structuring of hypothesis-based problem-solving for complex strategic or operational issues, including data analysis and visualization.
  • Develop detailed plans to achieve goals and outputs of strategic projects.
  • Engage internal and external stakeholders to identify and prioritize activities required and coordinate implementation of these activities.
  • Create policy or implement guidance, training or other materials as needed to implement these projects across a large number of teams and staff.
  • Proactively identify and mitigate risks, and analytically structure and problem-solve issues, that may arise during execution of these projects.
  • Track and report out on project plans to internal and external stakeholders, and support broader updates to senior internal and external stakeholders as required, through preparation of materials, coordination of meetings, etc.
  • Identify cross-cutting change management needs, and design and coordinate implementation of change management activities associated with strategic initiatives.

Key Competencies

  • Effective Project Manager & Change Agent: A strategic thinker and structured problem-solver, able to drive change and innovation while effectively juggle diverse responsibilities and multiple, competing priorities. Demonstrated record of facilitating organizational initiatives with a focus on program and project management, stakeholder buy-in, cross-functional teaming, process streamlining and efficiency improvements, and resource optimization. Strong background in business process improvement, operations or management consulting will be an added benefit, particularly as it pertains to developing and strengthening evidence-based management practices and driving change management.
  • Exemplary Communicator: Ability to communicate clearly, both verbally and in writing, and effectively translate complex issues and information for staff at differing levels of seniority as well as diverse stakeholders and audiences. Strong political acumen and practiced in building buy-in for change and facilitating multi-stakeholder discussions. Strong presence with senior-level staff. Experience in or collaborating with diverse functional areas and cultures, and sensitive to the challenges of low-income populations.

ADMINISTRATIVE INSPECTOR (BUIL - 10073

Minimum Qualifications

  • Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or
  • At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or
  • Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.

Preferred Skills

Preferred Skills & Experience - Professional experience in government or public administration, business strategy and operations, management consulting, housing finance and development, capital projects management, or a related field, of which at least 5 years have been in a responsible consultative, managerial or executive capacity. - Strong technology skills, including Microsoft Office Suite, program/project management software, data visualization and analytics tools. Experience with agile management and solution development techniques preferred. Broader IT and systems experience will be an asset in the role. - Prior Public or Affordable Housing, or other government agency and intergovernmental coordination experience is strongly preferred. Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations is a plus.
