NATURE OF WORK: Perform professional human resource services; provide information and advice to employees and the public on human resources policies, procedures, and services. HR Generalists are assigned to multiple areas of human resource administration such as employment and recruitment, employee relations, benefits administration, human resources information management and/or training.

Duties And Responsibilities

Employee Relations

  • Respond to human resource related inquiries from directors, managers, supervisors, employees and the public; provide information and resources, review and explain policies and procedures.
  • Consult with directors, managers, and supervisors to address employee relations concerns; provide guidance about HR best practices, the use of performance management tools, corrective action plans, and disciplinary actions; assist with review of proposed actions.
  • Assist with investigating employee grievances and participate in their resolution.

Human Resource Information Management

  • Serve as HR information specialist for assigned program areas.
  • Input, maintain and update data in the Human Resource Management Systems (HRMS) used to manage payroll, track employment histories, evaluations, salary information, benefits, and recruitments.
  • Review personnel actions to ensure they are accurate and adhere to best practices, tribal policy, and applicable laws; process actions in a timely manner.
  • Maintain voluntary and involuntary deductions, transaction logs and records.
  • Review, calculate and process date adjustments.

Employment and Recruitment

  • Consult with hiring supervisors regarding vacancies in assigned areas; review job descriptions, prepare position announcements, advertisements and information materials for recruitment.
  • Review and screen applications for minimum qualifications and maintain accurate records with required applicant data such as education, experience, training, job skills, and salary requirements.
  • Schedule interviews; assist with forming interview panels and developing interview questions; participate as interview panel member as needed.
  • Conduct employment references and verify required education, certification and training.
  • Coordinate required pre-employment testing and inform hiring authority of the results.
  • Assist hiring supervisors with making employment offers; prepare appointment letters and complete new hire paperwork.
  • Assist directors, managers, and supervisors with compliance with policies and procedures by providing guidance and policy clarification on human resources related actions for position establishment, fair and consistent hiring practices, salary determination, promotions, demotions, transfers, terminations, resignations, retirements, and layoffs.
  • Participate in and provide assistance with a variety of human resources projects and activities.

Benefits

  • Maintain and update enrollment in employee benefits including Medical/Dental insurance, Life insurance, Worker's Compensation, Retirement (401K), and other benefits offered to employees; ensure records accurately reflect enrollments, terminations, and changes in coverage.
  • Provide assistance to employees; determine and explain eligibility, enrollment process and provide information about various plans.
  • Review and approve or deny requests for Family Medical Leave; provide notice to employees and supervisors and monitor leave used.
  • Coordinate unemployment insurance filings, respond to inquiries, and participate in hearings when required.
  • Prepare and edit correspondence and forms including benefit eligibility announcements and applicant referral notices.

Training

  • Plan and conduct training sessions for new employee orientation and tribal policies and procedures using adult learning methods.
  • Assist in the design and delivery of other employee training and development programs.
  • Represent the Human Resource Department to community training organizations.
  • Work with directors, managers, and supervisors to identify, develop, and deliver departmental training to support internal growth.
  • Research available training sources for appropriate content and method of delivery.
  • Track training effectiveness and problem areas and make training recommendations.

Knowledge, Skills, And Abilities

  • Knowledge of principles, practices and standards of human resource management in assigned areas.
  • Knowledge of tribal, local, state and federal regulations in assigned areas.
  • Knowledge of modern office procedures, practices, and equipment.
  • Skill in problem solving and conflict resolution.
  • Ability to effectively communicate with others.
  • Ability to maintain a high level of confidentiality.
  • Ability to deal with stressful situations effectively.
  • Ability to understand and interpret policy and procedure and the ability to explain them to others.
  • Ability to establish and maintain effective working relationships both within and outside the organization.

Minimum Qualifications

  • Associate's Degree in related field and two years of relevant work experience OR
  • Four years of relevant work experience OR
  • An equivalent combination of experience and/or education.
  • Must have specialized experience, training or education in the field of human resources.

Salary: $31.74 per hour
