Basic Purpose
Under the direction of the Environmental Compliance Supervisor, Environmental Compliance Analysts are assigned responsibilities involving professional work in analyzing, monitoring, compliance, and enforcement of regulations for the underground storage tank program in accordance with state and federal law, rules, regulations, policies, and procedures. These duties involve independent prioritization of work and independent problem solving within an acquired specialized field of knowledge for a wide variety of decision making.
Typical Functions
This is the entry-level of the job family where employees are assigned duties and responsibilities in a training capacity level and perform a wide range of duties under the guidance and direction of higher-level staff. Responsibilities at this level will include independent interpretation and enforcement of federal regulations and state laws.
Education And Experience
A bachelor's degree in a physical, natural, or biological science, public health, environmental health, or environmental science; OR four (4) years professional experience in one of the above-listed degree areas, two (2) of which must be in an environmental regulatory environment; OR an equivalent combination of education and experience, substituting one (1) year of professional experience in one of the above-listed degree areas for each year of the required education.
Knowledge, Skills, And Abilities
Knowledge and practical application of the statutes, regulations, rules, policies, and procedures governing the storage tank program; the principles and practices of environmental quality; sample collection and laboratory methodologies; release detection methods; complaint investigations; inspection of environmental conditions; basic statistical and research techniques; computer technology; and of the preparation of cases for legal proceedings. Skills in effective written and verbal communication; gathering, organizing, analyzing, and interpreting data; applying research methodologies; effective handling of multiple tasks and inquiries simultaneously; and in coordinating and working effectively with other organizational units. Ability to review and analyze records and information; establish and maintain effective working relationships with others; to analyze and resolve complex situations; to express ideas clearly and concisely, both orally and in writing; to provide testimony in court proceedings; and to make independent decisions.
Special Requirements
Must be willing and able to fulfill all job-related travel normally associated with the position. Work is predominantly performed in an office environment. Some periods of time may be spent outside which requires driving a vehicle. Must be able to lift equipment, work in adverse weather or temperature conditions; extensive walking on uneven concrete in high traffic areas; kneeling, bending, and crouching; exposure to hazardous or irritating materials.

These duties involve independent prioritization of work and independent problem solving within an acquired specialized field of knowledge for a wide variety of decision making.
Typical Functions
- Administrative functions include audits of various types of forms submittals, reports, and other required documents to ensure compliance with Commission rules, and/or published guidance; audits Indemnity Fund applications in accordance with the provisions for substantial compliance in the Petroleum Storage Tank Consolidation Act; interprets and applies substantial compliance review process for release cases that are not substantially compliant, determines and recommends resolutions to correct deficiencies; and assess appropriate fines based on potential impact on human health, safety, and the environment.
- Assists division Fuel Specialists in determining violations for non-compliance; provide support to Fuel Specialists in the form of written letters to follow up on violations; works with Legal staff in preparation of court cases; collects and prepares supportive evidence to assist Legal Division in preparation of court actions; testifies as division representative in Commission court proceedings.
- Answers inquiries from the public regarding site history of a current or former fueling facility, site assessments, and closures; responds to consumer complaints; coordinates investigations with Fuel Specialists to resolve complaints with a goal of 24-hour response time.
- Disseminates technical guidance to the regulated community regarding proper release detection methods, and other activities relating to the program; responds to questions concerning statutes, regulations, policies, and procedures; provides public outreach on all aspects of the program; keeps abreast of the latest developments in leak detection technologies; and serves on industry work groups.
