We are seeking a highly experienced Contract Specialist IV to support federal government contracting activities, with a focus on construction and architect-engineer services. The ideal candidate will have extensive experience in acquisition planning, solicitation, source selection, contract administration, and closeout procedures.

- Bachelor’s degree from an accredited institution in any field
- Minimum of 24 semester hours in business-related courses, including any combination of:
- Accounting
- Business
- Finance
- Law
- Contracts
- Purchasing
- Economics
- Industrial Management
- Marketing
- Quantitative Methods
- Organization and Management
- (A degree in any of these fields satisfies both the degree and business credit requirements.)
- Minimum of 5 years of Federal Government Contracting experience relevant to the service requirements of this position
- Preferred:
- 10 years of construction contracting experience
- 3 years of architect-engineer services contracting experience
Acquisition Planning & Solicitation:
- Conduct acquisition planning and market research
- Determine contract type and solicitation area in collaboration with project teams and the Contracting Officer
- Prepare pre-solicitation documentation and post to the System for Award Management (SAM)
- Prepare and issue solicitations, RFPs/RFQs, and amendments
- Coordinate with project teams to address inquiries
- Receive, record, and review proposals/quotes for responsiveness
- Coordinate technical evaluation panels
- Assist in source selection and best value tradeoff evaluations
- Participate in negotiations and perform cost/price analyses
- Document source selection and determine fair and reasonable pricing under Contracting Officer guidance
- Process contract awards and prepare award packages
- Maintain electronic contract files and resolve payment issues
- Review payroll reports against DOL wage determinations
- Issue correspondence and address contract administration questions
- Process contract modifications and evaluate contractor proposals
- Participate in negotiations and prepare supporting documentation
- Prepare closeout documents under Contracting Officer guidance
