We are seeking a highly experienced Contract Specialist IV to support federal government contracting activities, with a focus on construction and architect-engineer services. The ideal candidate will have extensive experience in acquisition planning, solicitation, source selection, contract administration, and closeout procedures.

Required Skills And Qualifications

• Bachelor’s degree from an accredited institution in any field
• Minimum of 24 semester hours in business-related courses, including any combination of:
• Accounting
• Business
• Finance
• Law
• Contracts
• Purchasing
• Economics
• Industrial Management
• Marketing
• Quantitative Methods
• Organization and Management
• (A degree in any of these fields satisfies both the degree and business credit requirements.)
  
  
  

Experience:

• Minimum of 5 years of Federal Government Contracting experience relevant to the service requirements of this position
• Preferred:
• 10 years of construction contracting experience
• 3 years of architect-engineer services contracting experience
  
  
  

Scope of Work & Responsibilities:

Acquisition Planning & Solicitation:

• Conduct acquisition planning and market research
• Determine contract type and solicitation area in collaboration with project teams and the Contracting Officer
• Prepare pre-solicitation documentation and post to the System for Award Management (SAM)
  
  
  

Solicitation & Proposal Management:

• Prepare and issue solicitations, RFPs/RFQs, and amendments
• Coordinate with project teams to address inquiries
• Receive, record, and review proposals/quotes for responsiveness
  
  
  

Source Selection & Negotiation:

• Coordinate technical evaluation panels
• Assist in source selection and best value tradeoff evaluations
• Participate in negotiations and perform cost/price analyses
• Document source selection and determine fair and reasonable pricing under Contracting Officer guidance
  
  
  

Contract Award & Administration:

• Process contract awards and prepare award packages
• Maintain electronic contract files and resolve payment issues
• Review payroll reports against DOL wage determinations
• Issue correspondence and address contract administration questions
  
  
  

Modifications & Closeout:

• Process contract modifications and evaluate contractor proposals
• Participate in negotiations and prepare supporting documentation
• Prepare closeout documents under Contracting Officer guidance
