Summary:
Flatter, Inc. (Flatter) is looking for a skilled Acquisition Specialist to provide direct acquisition and contracting support for to support the United States Coast Guard Facilities Design and Construction Center (FDCC). The USCG FDCC is responsible for planning, designing, and managing shore facility projects worldwide.
Responsibilities
The Acquisition Specialist will assist in all phases of the acquisition lifecycle, ensuring full compliance with Federal, DHS, and USCG procurement regulations.
Workdays: Monday – Friday
Work hours: Core hours: 8:30 am – 5:00 pm
Travel: As needed to support the mission.

(Flatter) is looking for a skilled Acquisition Specialist to provide direct acquisition and contracting support for to support the United States Coast Guard Facilities Design and Construction Center (FDCC). The USCG FDCC is responsible for planning, designing, and managing shore facility projects worldwide.
Responsibilities
The Acquisition Specialist will assist in all phases of the acquisition lifecycle, ensuring full compliance with Federal, DHS, and USCG procurement regulations.
- Support procurement planning and execution for facilities design, construction, and related service contracts.
- Conduct market research and assist with developing acquisition strategies that meet Coast Guard requirements.
- Draft, review, and finalize acquisition documentation including Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), Justifications & Approvals (J&As), and acquisition plans.
- Assist with contract administration, including performance monitoring, modifications, invoice review, and deliverable tracking.
- Ensure compliance with FAR, DFARS, HSAR, and USCG acquisition guidance in all procurement actions.
- Provide acquisition support to Contracting Officers, Program Managers, and FDCC leadership to ensure timely and cost-effective execution of projects.
- Maintain accurate acquisition records and data in government systems.
- Knowledge of the Federal Acquisition Regulation (FAR) and related procurement policies.

Requirements
Education and Experience:
- Bachelor’s degree in Business Administration, Contract Management, Finance, or related field.
- 3+ years of experience in federal government procurement/contracting (DoD, DHS, or preferably Coast Guard).
- Excellent written and verbal communication skills, with the ability to coordinate across multiple stakeholders.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Direct experience supporting DHS or USCG acquisition programs.
- DAWIA or FAC-C certification in contracting.
- Familiarity with construction-related acquisitions and contract writing systems (e.g., PRISM, FPDS-NG, or equivalent).
