The Education Program Consultant (School Safety) will be an integral member of the Department of Education, by consulting with the Department of Public Safety and provide support for districts, charter schools, and non-public schools to meet all emergency operation plan requirements.

Selectives
092 Emergency Exercises (State And Local)
6 months experience, 12 semester hours, or a combination of both in the development, facilitation, review or evaluation of emergency management/multi-hazard exercises. Applicants must document experience in one or more exercises from development of the exercise to include the After Action Report.
OR
204 Emergency Planning (State And Local)
6 months experience, 12 semester hours, or a combination of both in the entire emergency planning process from meeting and working with partners to developing and writing the plan to working back through an approval process with the partners. Knowledge of emergency management and the systems and processes employed in Response, Recovery, Mitigation and Preparedness are essential.
OR
206 Homeland Security Or Emergency Management Operations
6 months experience in disaster operations which required knowledge of Homeland Security or Emergency Management activities related to terrorism or natural disaster response, recovery, protection (physical security), detection (intelligence), prevention (protective action recommendations), and deterrence (critical asset assessments). Experience would have also provided the ability to operationalize plans, guidebooks, and procedures in response to Homeland Security threats and natural disasters.

214 Risk Management – Homeland Security
6 months experience, 12 semester hours or a combination of both in Risk Management - Homeland Security. Applicants must be familiar with all aspects of the risk formula as defined by the US Department of Homeland Security (threat x vulnerability x consequence) to be able to:

6 months experience in developing and implementing a security program for a business, public or private agency.

The Education Program Consultant (School Safety) will be an integral member of the Department of Education, by consulting with the Department of Public Safety and provide support for districts, charter schools, and non-public schools to meet all emergency operation plan requirements.
Your Responsibilities
- Consult with the Department of Public Safety (DPS) to revise multi-hazard emergency operations plans in accordance with relevant policy. Ensure every school district completes and submits emergency operations plans to the DPS, Governor's School Safety Board (GSSB) on or before July 1 of each year. In partnership with DPS, design templates for table top exercises, partial drills, and full drills, ensure districts and non-public schools have clear standardized procedures.
- Guide districts and nonpublic schools in establishing and publishing standardized procedures for school personnel, parents and caregivers to report potential threats. Provide support and guidance to school districts and nonpublic schools regarding how to revise high-quality multi-hazard emergency operations plans.
- Connect districts and schools with resources through local and county law enforcement and standardized guidance on emergency preparedness, communications.
- Research and maintain current in best practices in standardized school emergency preparedness and response.

214 Risk Management – Homeland Security
6 months experience, 12 semester hours or a combination of both in Risk Management - Homeland Security. Applicants must be familiar with all aspects of the risk formula as defined by the US Department of Homeland Security (threat x vulnerability x consequence) to be able to:
- Use risk assessment methodologies to identify vulnerabilities in critical assets and/or critical infrastructure
- Use risk assessment information to reduce risk
- Communicate how threat information can be operationalized and applied to the risk formula for risk reduction purposes.
734 Security Program Development And Implementation
6 months experience in developing and implementing a security program for a business, public or private agency.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
- Professional training, teaching, or counseling experience in an educational setting;
- Professional administrative experience in an educational setting;
- Professional finance, accounting, or auditing experience, including the preparation or analysis of financial statements;
- Professional experience in a major technical program area housed within the Iowa Department of Education;
- Professional data integration, data analysis, and statistical analysis experience;
- Professional communications experience, including public relations, marketing, or journalism;
- Professional school safety and emergency preparedness experience.
- A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
- Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
- Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
