Requirements
Essential Functions
- Maintain complete listing of all clients for whom LOGAN is Representative Payee in Group and Supported Living.
- Utilize the Representative Payee Management system (RPM) in completion of all tasks related to LOGAN’s role as Representative Payee.
- For the client collective account, serve as liaison between LOGAN and the bank.
- Using RPM deposit and properly record all funds of clients for whom LOGAN is Representative Payee in the client collective account.
- Using RPM completes the monthly reconciliation of the client collective account.
- For regular expenses such as rent, utilities, cable, renter’s insurance, etc., process timely payments out of the client collective account using RPM. In instances where expenses are shared between housemates and LOGAN is not the representative payee for one of the housemates, forward copies of the bill(s) to the client’s representative payee for timely payment.
- Using RPM disburse funds timely by processing checks, making electronic payments or dispersing funds to TRUE LINK cards as reflected in their budget and in response to funds requests.
- Check medical bills against benefits paid to ensure clients are not paying unnecessarily for medical services provided.
- Update RPM as budgets are revised. Seek clarification from Program Director and/or Program Manager as needed to ensure that the budget is clearly understood since it drives payments in RPM.
- Furnish copies of records in a format which results in an individual balance for each client represented.
- Communicate as necessary with vendors such as landlords and utility companies to effectively manage client accounts, minimize late fees, and maintain positive working relationships.
- To ensure effective management of client funds, work collaboratively with residential and accounting staff to ensure that clients have access to their funds as desired and bills are paid in a timely and accurate manner.
- Review for legibility, accuracy, and proper documentation, the Financial Packets completed and submitted by residential staff. Address identified issues with the Program Director, Program Manager, and Residential Lead. Work with program staff to investigate discrepancies and bring to a successful resolution. Report any suggestion of misuse or abuse of funds to Director of Quality Assurance and supervisor for further investigation.
- Work Collaboratively with the Director of Quality Assurance and supervisor in organizing and maintaining the Payee Financials One Drive folder.
- Accurately file Financial Packets and client documents in the Payee Financials One Drive folder.
- Ensure the original Monthly Financial Packets and all client funds records are retained in a secure area for seven years.
- Work collaboratively with the Director of Quality Assurance in completion of periodic audits of client funds.
- Provide monthly client fund statements to appropriate program staff and Program Director.
- Report accurate client balances to program staff to ensure that clients do not surpass the pre-determined resource level.
- On a quarterly basis, distribute reports of bank account activity and reconciliation to the residential staff for disbursement to the client’s legal representative.
- Serve as liaison with the Department of Family and Resources for Medicaid benefits. Assist with Medicaid redeterminations on an annual and as needed basis to ensure continuation of benefits.
- Serve as liaison with the Social Security Administration for representative payee and benefit information. For each beneficiary, complete the annual Representative Payee Report for the Social Security Administration.
- Maintain and revise as needed the Residential Client Funds Procedure Manual and provide training to residential staff on such procedures as directed.
- Responsible for the health and safety of individuals served by LOGAN, visitors, and other staff.
- Expected to serve as a role model for individuals served and other staff.
- Expected to serve as an advocate and to protect the human rights of individuals served.
- Expected to participate in training as required by your supervisor or for all LOGAN staff.
- Supports LOGAN’s mission, vision, and values.
- Performs other duties as assigned by supervisor.
Education
- High school diploma or GED equivalent required.
- Minimum two years of post-secondary education in accounting or business-related field preferred.
- Minimum three years of accounting or business-related experience.
- Experience working with Social Security and Medicaid preferred.
- Must have strong proficiency in Excel and other Microsoft Office products.
- Must be able to utilize representative payee and banking software with basic training and support.
- Must be able to communicate clearly and tactfully with all levels of employees and management.
- Works in a methodical, analytical and organized manner under stress of deadlines.
- Represents LOGAN in a professional manner to both internal and external stakeholders.
- Must be able to maintain complete confidentiality of client information and display a high level of personal integrity.
