Position Status: Full Time, Exempt

Position Purpose

We are seeking a strategically minded Real Estate Controller to support the fiscal operations of HASCO with a direct focus on real estate. The Real Estate Controller will support HASCO’s real estate development and management through helping to ensure that HASCO’s housing remains financially sound. The position will strategically advise the Board and C-Suite on long-term investment opportunities, redevelopment, and asset sustainability. This role oversees the analysis of the agency’s real estate debt, regulatory requirements, and tax credit investor compliance. They will have fiscal oversight over a diverse portfolio of public housing, affordable housing, and mixed-finance developments.

Essential Job Duties And Responsibilities

  • Fiscal Strategic Planning: Strategically analyze HASCO’s 42+ properties for fiscal health and longevity. Design direction and strategy tied to state of the real estate portfolio, ensuring they meet agency performance and revenue objectives.
  • Contribute to the development of the real estate strategy roadmap and business case preparation.
  • Financial Analysis: Conduct financial analysis, including cash flow management, budgeting, and forecasting to optimize property performance and investment returns.
  • Continual research to stay updated on market trends and conditions to inform strategic decisions regarding leasing, acquisitions, and dispositions.
  • Analyze debt and investor obligations for opportunities and challenges.
  • Report to C-Suite and Board of Commissioners tied to real estate fiscal health.
  • Work with internal and external advisors to assess potential acquisitions or dispositions.
  • Collaborate on funding strategies, including grant applications and business cases for capital investment.
  • Support long-term housing strategy through asset data analysis, lifecycle planning, and scenario modelling.
  • Interpret, implement, and stay current on federal and state rules and regulations. Work with State, Federal and local agencies tied to compliance efficiencies.
  • Perform all duties of subordinate level employees as required. Ensure all department roles are backed up appropriately.
  • Other duties as assigned by the CEO.

Supervisory Responsibilities

Responsible for supervising assigned staff and providing back-up supervision for other staff as needed. Provides clear and continual feedback to staff.

  • Valid Washington State Driver’s License and acceptable driving record at time of appointment and throughout employment are required in this position.

Education And/or Experience

A typical way to obtain the qualifications and competencies is:

Bachelor’s Degree or equivalent in Accounting, Finance or Economics related field. CPA designation and/or MBA highly preferred. Eight to ten years’ relevant work experience in management and supervision in compatible field or profession or any equivalent combination of education, training and previous work experience that provides the required skills, knowledge and abilities.

Communication Skills

Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic and ethnic backgrounds; individuals with disabilities hindering communication; and individuals lacking fluency in verbal or written English. Exhibits diplomacy and effective listening skills when communicating with clients and staff members.

Computer Skills

Working knowledge of Microsoft Excel, Outlook and Word. Ability to perform thorough internet searches, accurately complete data entry logs and clearly transmit information through email.

While performing the duties of this job, the employee is required to regularly sit, talk and/or hear. The employee will constantly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer. The employee is occasionally required to reach with hands and arms. The employee must also occasionally lift and/or move up to 15 pounds. Specific vision abilities include close vision and color vision.

Work may be performed at the main office in Everett, WA, or remotely and will be in an indoor, office environment. While performing the duties of this job, the employee will operate standard office equipment including computers, telephones, and related equipment.

Contacts

Work requires frequent contact with HASCO staff, Board of Commissioners, local public officials, Federal, State and County Program Administrators, attorneys, financial lending institutions, social service agencies, residents, property management companies, representatives from other agencies and businesses, and the general public.
