This position provides Science assessment leadership in the development and administration of the Maryland Integrated Science Assessment (MISA) which is part of the Maryland Comprehensive Assessment Program (MCAP). The MISA is aligned to the Maryland Next Generation Science Standards (NGSS) and is administered in grade 5, grade 8 and once in high school. This position collaborates with the curriculum staff to provide resources and professional development opportunities that improve educator’s understanding of the standards and assessments.

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program; including two years of experience in coordinating or administering an education program related to science or assessment development.

Responsibilities Include
- Monitor State test deliverables, assessment delivery systems and resources to ensure quality.
- Provides project management including coordinate schedules and communicate project details with vendor, Assessment office and Curriculum and Instruction branch.
- Review stimuli, performance tasks, and items for content, accessibility, and performance data.
- Review scoring materials, deliver training, and facilitate assessment development workgroups.
- Review and analyze test blueprints. Conduct training workshops in item writing and other test development related tasks.
- Assist with the development of assessment guides, brochures, frameworks, and sample question packets.
- Conduct analyses of assessment results and support schools in interpreting results.
- Monitor legislative interest in current Science research, curriculum, assessment, best practices and exemplary programs.
Experience: Five years of administrative or teaching experience in, or affiliated with, an education program; including two years of experience in coordinating or administering an education program related to science or assessment development.
Notes
- Candidates may substitute a Bachelor’s degree and 7 years of experience directly related to the position option for the required education.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
- Knowledge of educational assessment programs and online educational assessments.
- Experience working in a State of District office of education assessments.
- Experience in providing technical assistance with assessment programs.
- Experience with Managing an education program or Project Management experience.
- Experience with executive-level reporting.
- Applicants must consent to a State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
- Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
